Submit both an original hard copy and an electronic copy (USB/SD Card preferred; CDs accepted if readable and undamaged) of the completed tender document. The electronic copy must match the hard copy exactly. Bids missing either copy will be disqualified. Complete all compulsory municipal bidding documents in black ink (no pencil or correction fluid). Sign all pages where required. Ensure all returnable documents are included. Late bids will not be accepted.

Evaluation uses the 80/20 preference point system: 80 points for price, 20 points for specific goals. Price scoring: Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the tender price and Pmin is the lowest acceptable tender price. Specific goals: 10 points for B-BBEE Status Level Contributor (per B-BBEE points allocation table), 10 points for locality (10 points if within Kouga Local Municipality, 6 points if within Sarah Baartman District or Nelson Mandela Bay Municipality, 4 points if within Eastern Cape, 1 point if outside Eastern Cape). Submit a valid B-BBEE sworn affidavit/certificate AND latest Municipal Billing Clearance Certificate to claim specific goal points. Failure to submit required proof will result in zero points for specific goals.

Supply and deliver a petrol-driven cut-off machine (pipe cutter) for the Sewer and Water Maintenance Team. Technical requirements: power-efficient with long-life air filter, direct water connection for blade rinsing/dust binding/cooling, cutting wheel guard, semi-automatic belt tensioning mechanism, lightweight yet stable construction, decompression valve to reduce start-up force. Specifications: Displacement 66.7 cm³, Power 3.20 kW, CO₂ 747 g/kWh, Weight (without fuel) 9.8 kg, Cutting disk diameter 350 mm, Max cutting depth 125 mm, Device length with disc 72 cm, Sound pressure level 98 dB(A), Sound power level 109 dB(A), Vibration level (left/right) 3.9 m/s². Suppliers may be required to provide model guides (1+ page with pictures) and technical specifications. Equipment must include a Manufacturer’s Certificate of Authenticity (signed, dated, stamped) confirming compliance with ISO/CE standards, and a Pre-Delivery Inspection Report or Factory Acceptance Test (FAT) certificate. Minimum 12-month warranty covering manufacturing defects, engine, hydraulic system, and vibration mechanism. Must comply with Occupational Health and Safety Act requirements.

Submit firm prices only (non-firm prices will be rejected). Include all delivery costs in the bid price. Price for 1 unit only (municipality intends to procure 10 units based on budget availability). Complete pricing schedule in non-erasable black ink; no correction fluid/tape allowed. Indicate VAT registration status. If not VAT-registered, both columns (excl. and incl. VAT) must reflect the same amount. Rates must be valid from the date of appointment. Payment terms and guarantees: 12-month warranty required.

Compliance with Supply Chain Policy (approved 30 March 2026) and Municipal Restriction (Blacklisting) of Suppliers Policy (approved 29 April 2026). Mandatory documents: National Treasury Central Supplier Database (CSD) Summary Report, Business Registration Documents (CM9/Name Change Document not accepted as proof), Valid SARS Tax Compliance Status PIN for all entities (or CSD number if no TCS available), Certified ID copies, Latest Municipal Billing Clearance Certificate or copy of Municipal Account/Rental Documentation. For joint ventures/consortia, each party must submit separate compliance documents. B-BBEE: Submit a valid B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs/QSEs) to qualify for preference points. Foreign suppliers must complete the Pre-Award Questionnaire (Part B:3). No bids accepted from persons in the service of the state. Declaration of Interest (MBD 6.1) and Certificate of Independent Bid Determination (MBD 9) are compulsory. All documents must be originally signed in black ink.
