Specific goals include: HDI ownership (Africans, Coloureds, Indians, Chinese descent), female ownership, disability (certified doctor’s letter required), and youth (≤35 years old). Points must be claimed on SBD 6.1 form with supporting proof (e.g., ID copies, company registration, doctor’s letters). Consortia/joint ventures may claim points based on the percentage of contract value managed by qualifying members. Sub-contracting >25% to a non-qualifying enterprise disqualifies HDI points. Disqualification risks: state employees, directors/shareholders of state employees, or entities listed in the Register for Tender Defaulters/Restricted Suppliers.
