• Key deliverables:
• Develop a three-year rolling internal audit plan and annual risk-based plans.
• Perform risk-based audits and ad-hoc projects (forensic, probity checks).
• Provide written assessments of internal control, governance, and risk management.
• Attend quarterly Audit and Risk Committee (ARC) meetings.
• Review Annual Financial Statements and quarterly performance reports.
• Follow up on Auditor-General findings.

• Team must maintain valid Institute of Internal Auditors (IIA) membership for Director/Senior Manager, Manager, and Audit Supervisor.

• Team requirements:
• Director/Senior Manager: Relevant bachelor's degree/honours, CIA/CISA, minimum 12 years auditing experience with 8 years in a senior role.
• Manager: Relevant bachelor's degree/honours, CIA/PIA/CISA, at least 8 years experience with 5 years in management.
• Audit Specialist/Supervisor: Relevant bachelor's degree, CISA/CIA, at least 3 years experience.
• Junior Auditor: Relevant bachelor's degree, at least 1 year experience.
• Must submit CVs for proposed team and guarantee resource availability.
• Detailed project plan, audit strategy, and proof of at least five years of related experience with reference letters required.
• Contract period: 44 months.

• Required approach: Bidder must provide a detailed project plan and methodology covering resource deployment, execution methodology, reporting methodology, budget breakdown, and timeframes.
• Audit strategy: Must list resources, roles and responsibilities, execution and reporting methodologies, documentation deliverables, and execution setup with timelines and acceptance criteria.
• Objective: To provide internal audit services that evaluate controls, provide assurance, and enhance risk management, compliance, and governance in line with PFMA, Treasury Regulations, and IIA Standards.

• Team qualifications:
• Director/Senior Manager: Relevant bachelor's degree/honours, CIA/CISA, minimum 12 years auditing experience with 8 years in a senior role.
