EWSETA seeks to appoint an accredited service provider to conduct SCM and Bid Committee regulatory training. The training aims to address SCM governance weaknesses, procurement compliance gaps, bid committee operational effectiveness, procurement planning/contract management challenges, and risks of irregular/fruitless expenditure. Objectives: Enhance understanding of SCM legislation/regulations, Improve Bid Committee functionality/effectiveness, Promote ethical procurement practices/accountability, Strengthen procurement governance/compliance, Reduce irregular/fruitless expenditure, Improve procurement planning/contract management/supplier performance monitoring.

Scope: Provide accredited SCM and Bid Committee training for EWSETA officials, end users, and committee members. Training must cover: Six SCM elements (Demand, Acquisition, Logistics, Disposal, Risk, Performance Management), SCM legislative frameworks (PFMA, Treasury Regulations, PPPFA), SCM governance and compliance, Ethical conduct and consequence management. Bid Committee Training: Roles/responsibilities of BSC, BEC, BAC, and Disposal Committee, Development of specifications/Terms of Reference, Functionality criteria and evaluation methodologies, Preference point systems, Bid evaluation/adjudication procedures, Compliance and administrative checks, Bid validity and governance, Conflict of interest management, Ethical conduct and accountability, Reporting requirements, Prevention of irregular/fruitless expenditure. End User/Project Manager Training: Procurement planning, Requisition processes, Demand management, Contract management, Supplier performance monitoring, Procurement compliance, Roles of end users, Record keeping and audit readiness. Delivery Requirements: Instructor-led sessions, Practical workshops/case studies, Learner assessments, Training manuals/material, Attendance registers, Certificates of attendance/completion, Training reports. Venue: Physical location to be confirmed by EWSETA; logistics arranged by EWSETA.

Bidder must provide a clear, practical, and well-structured methodology for delivering SCM and Bid Committee training. Methodology must demonstrate: Understanding of public sector SCM principles, legislative frameworks, and procurement governance requirements (10 points). Understanding of roles/responsibilities of SCM officials, Bid Committees, end users, and contract managers (5 points). Structured training delivery approach, including workshops, case studies, group discussions, and practical examples (5 points). Clear implementation plan with sequencing of activities, session structure, and delivery schedule (5 points). Realistic project timelines aligned to scope, including preparation, training delivery, and close-out reporting (5 points).

Company Experience: Submit 1-3 reference letters (max 5 years old) from public sector clients for SCM/Bid Committee/public procurement training. Scoring: 3 letters = 30 points, 2 = 20, 1 = 10, none/unsatisfactory = 0. Letters must include client name, work title, year, contactable reference, and quality of service. EWSETA may validate references; non-response within 3 business days scores 0. Facilitator Experience: Attach detailed CV. Scoring: 5+ years specialised SCM/public procurement training = 20 points, 2-3 years = 10, <2 years/none = 0. Facilitator Qualifications: Attach certified copies of highest qualifications. Scoring: Honours/Post-Grad/NQF L8 in relevant fields = 20 points, Degree/Advanced Diploma/NQF L7 = 10, none = 0. Relevant fields: Supply Chain Management, Public Procurement, Logistics, Commerce, Public Administration, Finance.

Training Accreditation: Bidder must provide valid proof of accreditation with a recognised body (SETA, SAQA, or other institution). Facilitator Qualifications: Must possess relevant qualifications in Supply Chain Management, Public Procurement, Logistics, Commerce, Public Administration, Finance, or related fields. Foreign qualifications require SAQA evaluation. Certifications must not be older than six months. Uncertified qualifications are not accepted.

Submit pricing on company letterhead using the prescribed table: SCM Functional Areas Training (Per Delegate, Excl. VAT), Bid Committees Training (Per Delegate, Excl. VAT), End User/Project Manager Training (Per Delegate, Excl. VAT), Total Excl. VAT, VAT, Total VAT Inclusive. Strict adherence to format is mandatory; deviations may disqualify. Pricing Assumptions: Quoted in ZAR, inclusive of all direct/indirect costs, fixed for the assignment, no escalations. Additional costs not in the schedule are the bidder’s responsibility. VAT Declaration: Must complete VAT status declaration. VAT-registered vendors must include VAT; failure to do so may disqualify.

Pricing: Submit cost per delegate for SCM Functional Areas Training, Bid Committees Training, and End User/Project Manager Training. Total must include VAT and all applicable taxes. Pricing must be in ZAR, fixed for the assignment duration, with no escalations. Additional costs not in the schedule are the bidder’s responsibility. Payment Terms: Payment made upon successful completion and submission of deliverables (signed attendance registers, training material, certificates, final report, valid tax invoice). Payment processed within 30 days of valid invoice receipt. VAT-registered vendors must include VAT; failure to declare VAT status or provide a valid VAT number may lead to disqualification. Complete the VAT declaration form in the bid. Banking details must be submitted with the bid.

Mandatory: Valid Training Accreditation (SETA, SAQA, or other recognised body). Pre-Qualification: Company Registration (CIPC), CSD Report/Number, Joint Venture Agreement (if applicable), Valid B-BBEE Certificate (SANAS-accredited) or Affidavit (EME/QSE), SBD Forms 1, 3.3, 6.1, 4, Annexure 5 (General Conditions of Purchase - fully signed), Annexure 6 (POPI Consent Forms - signed by all parties, including JV members), Tax PIN (SARS). Tax Compliance: Bidders must have tax matters in order at award time; failure results in disqualification. TCS PIN or CSD number required. Bidders must submit unique PIN issued by SARS. Foreign suppliers must comply with RSA tax requirements if applicable. No bids accepted from state employees or entities with state-employed directors/members. B-BBEE: Submit valid certificate or affidavit. Joint ventures require consolidated B-BBEE certificates. Subcontracting >25% to non-qualifying enterprises forfeits B-BBEE points unless subcontractor is an EME.

Contract Management: Governed by Treasury Regulation 16A9. Non-performance penalties include withholding payments, contract termination, and/or reporting to National Treasury. Contract Validity: 90 working days from bid closing date. Probation Period: 30 days applies to the agreement. Payment Terms: Within 30 days of valid invoice and supporting documents. No upfront payments. Confidentiality: Successful bidder must abide by confidentiality undertakings in the agreement. Contract Conclusion: Only valid when reduced to writing and signed by both parties (EWSETA’s designated signatory: CEO or authorised delegate). Amendments: Require written confirmation from EWSETA CEO or delegate. Staff Changes: Require EWSETA consultation and approval. Performance Security: Must be furnished within 30 days of contract award notification. Indemnity: Supplier must indemnify EWSETA against third-party claims of patent/trademark infringement. Inspection/Audit: EWSETA may inspect/audit supplier records. Document Ownership: Non-contract documents remain EWSETA’s property and must be returned upon request. Disclosure: Contract information may not be disclosed without EWSETA’s written consent.
