Evaluation is in two stages. Stage 1: Functionality (100 points, minimum 70 required to proceed). Breakdown: Company Experience (30 points): 3 appointment and reference letters from municipalities for supplying/delivering Kombi/Panel Van with ANPR and Back Office System (15 points), 4 appointment and reference letters for Traffic Management System supply/installation (15 points). Company Expertise and Capacity (20 points): Project Manager with 10 years Traffic Management System experience and NQF 7 IT qualification (10 points), 2 Technicians with 5 years Traffic Management System experience and NQF 6 IT qualification (10 points). Contract Back Office and Equipment (30 points): MSCOA Compliance letter, successful integration to municipal financial module, in-house call centre certificate. Proof of System Ownership (10 points). SANAS Accreditation (10 points). Stage 2: Price (80 points) and Specific Goals (20 points). Company Experience: Submit 3 appointment and reference letters from municipalities for supplying/delivering Kombi/Panel Van with ANPR and Back Office System (15 points), and 4 appointment and reference letters for Traffic Management System supply/installation (15 points). Company Expertise: Project Manager must have a minimum of 10 years’ experience working with Traffic Management Systems and a certified NQF Level 7 qualification in Information Technology (10 points). 2 Technicians must each have a minimum of 5 years’ experience working with Traffic Management Systems and certified NQF Level 6 qualifications in Information Technology (10 points).

Pricing must be firm and include VAT, all applicable taxes (PAYE, income tax, UIF, skills development levies), customs/excise duties, and all costs (transport, overheads, etc.). Delivery costs must be included in the bid price. Prices must be in South African Rand (ZAR). Indicate the expected delivery date for each item. If different delivery points influence pricing, submit a separate pricing schedule for each delivery point. The bid total must be inclusive of VAT and all other charges. The pricing schedule must include: Item number, quantity, description, unit, rate, and amount. All applicable taxes must be included in the bid price.

Mandatory documents: Valid Full CSD Proof of Registration, Completed and Signed Declarations (MBD1-9), Original Valid SARS Tax Clearance Certificate (or CSD number if no TCS is available), Signed letter confirming no undisputed municipal accounts overdue by more than 30 days (with proof), 100% local content where applicable, Signed Local Content Annexures C, D & E. For Consortia/Joint Ventures/Subcontractors: Each party must submit separate TCS Certificates or CSD numbers. Foreign suppliers must complete the pre-award questionnaire (Part B:3). No bids will be accepted from persons in the service of the state or listed on the Register of Tender Defaulters. B-BBEE: Preference points for Specific Goals: Women-owned company (6 points), Youth-owned company (18-35 years, 6 points), People Living with Disability-owned company (2 points), Black-owned company (6 points). Local content must comply with SATS 1286 and use SARB exchange rates published one week prior to the closing date. Proof of SARB rates must be submitted.

Tender offer must remain valid, irrevocable, and open for acceptance for 90 days from the closing date. Withdrawal requires a written request to the municipality, which may be permitted or refused at its sole discretion. If withdrawn in contravention of terms, the bidder may be liable for additional expenses incurred by the municipality. The contract is subject to Ingquza Hill Local Municipality’s Supply Chain Management Policy and Combating of Abuse of the Supply Chain Management System Policy. The municipality reserves the right to verify the authenticity of submitted documents and may take legal action for fake documents. Strict delivery dates must be observed, with penalties imposed for late deliveries. Payment will be made within 30 days of invoice receipt with delivery note.
