Required experience: Similar projects in township development (Upgrading of Informal Settlements, Township Establishment, Land Audits, Spatial Development Frameworks). Proof: Appointment letters, purchase orders, reference letters from public sector clients. Expertise (30 points total): Professional Planner (10), Project Team as Technical Planners (5), Built Environment Engineer (5), Environmentalist (5), GIS Specialist (5). Joint ventures/consortia: Each party must submit separate TCS/CSD documentation. Bidders or directors listed on the Register of Tender Defaulters or in the service of the state are disqualified. Contract duration: 2 years. Performance security: Required within 30 days of award (bank guarantee, irrevocable letter of credit, or cashier’s cheque). Payment terms: Within 30 days of invoice receipt. Contract amendments, termination, and penalties governed by General Conditions of Contract (GCC) and Special Conditions of Contract (SCC). Disputes: May be lodged within 14 days of decision/action. Appeals under Section 62 of the Municipal Systems Act must be submitted within 21 days. Force majeure, fraudulent practices, and corrupt practices are defined and prohibited. Supplier must indemnify purchaser against third-party claims of patent/trademark infringement.
