Scope: Appoint a panel of service providers for 36 months to conduct Environmental Impact Assessments (EIA) and related environmental documentation for Ingquza Hill Local Municipality. Services include: stakeholder and competent authority consultation, site assessments, evaluation of development proposals, determination of applicable legislation, submission of license applications to DEDEAT, geohydrological and specialist studies, development of environmental reports (Basic Assessment, Full Scoping Report, Environmental Management Programme), technical drawings, and public participation processes. All work must align with EIA Regulations 2017, National Environmental Management Act, Integrated Coastal Management Act, and other relevant legislation. Deliverables: Updated Feasibility Study Report, Final EIA Report, Comments and Responses Report, Final EMPr, and Environmental Authorisation from DEDEAT and Water Affairs.

Methodology must be clearly documented and satisfy assignment requirements. Include: project plan, deliverables, reporting timelines, tools/approaches, and evidence of past Environmental Authorisation from relevant departments. Inadequate methodology results in 0 points. Must align with EIA Regulations and provide clear, actionable steps for stakeholder consultation, site assessment, and public participation.

Company must have 4+ years of EIA experience. Project leader must have EAPASA accreditation and postgraduate qualifications in Environmental Management. Submit CVs, ID copies, and proof of 5+ years post-registration experience for project leader/team. Experience points: 6+ public sector EIA references = 40 points, 4-5 = 30, 3 = 20, 0-2 = 0. References must be on client letterhead, signed, and include contactable landline numbers. 0 points if references cannot be verified.

Goods/services must conform to standards in bidding documents. Supplier must permit purchaser inspections/audits of records and premises at reasonable hours. Pre-bidding testing costs are for the bidder’s account. If inspections reveal non-compliance, costs are borne by the supplier, and supplies may be rejected. Supplier must replace non-compliant supplies at own cost. Purchaser may inspect/test supplies post-delivery and reject if non-compliant. Supplier must maintain confidentiality of contract documents and information unless prior written consent is obtained from purchaser.

Submit firm prices only (non-firm prices rejected). Prices must include all taxes (VAT, customs, excise duty, etc.), transport, overheads, and all costs for contract execution. Pricing must be in Rand and binding. Use the official pricing schedule (MBD 3.1/3.3). All delivery costs must be included. Specify delivery periods, compliance with specifications, and deviations (if any). Prices are final and cover all obligations, risks, and liabilities.

Prices must include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies), transport, overheads, and all other costs. Bidders must not be in the service of the state, listed as tender defaulters, or have abused SCM systems. Consortia/Joint Ventures must submit separate compliance documents for each party. Contract terms include: payment within 30 days of invoice, firm prices only, performance security (if applicable) due within 30 days of award. Contract may be terminated for default, insolvency, or breach. Disputes may be lodged within 14 days per Section 62 of the Municipal Systems Act. Contract is subject to Ingquza Hill Local Municipality’s SCM Policy and Abuse Policy. No contract amendments without mutual agreement. Force majeure clauses apply. Supplier must indemnify purchaser against third-party claims (e.g., patent infringement). Inspection and testing rights reserved by purchaser.
