Required documents: Quotation on company letterhead (include VAT number if registered), quotation reference number, validity period, delivery period, CSD Master registration number (MAAA), and tax compliance status PIN. Evaluation uses an 80/20 scoring system: 80 points for price, 20 points for Specific Goals and Preferential Points. Mandatory requirements: Supplier must be registered on the Central Supplier Database (CSD), valid Tax Clearance certificate must be provided, completed SBD 4 form must be submitted, and quotation must include all required details (reference number, validity, CSD number, tax compliance PIN). Quoted prices must be firm for the duration of the order. Prices dependent on exchange rates must factor in price escalations. Payment will be made within 30 days of receiving a valid invoice; no upfront payment will be provided. Market-related prices will be negotiated with the preferred service provider.

Suppliers must be registered on the Central Supplier Database (CSD). Required documents: E-filing copy of valid Tax Clearance certificate, certified copy of ID document, original/certified copy of company registration (CIPC).

Submit the following returnable document: Bidder’s Disclosure Form (SBD 4) with a completed Declaration of Interest. Bidders must certify: - The bid was prepared independently, without collusion with competitors. - No consultations, communications, agreements, or arrangements were made with competitors regarding pricing, specifications, or bid submission. - No state employee or connected person has a controlling interest in the bidder’s enterprise. - The bidder is not listed in the Register for Tender Defaulters or the List of Restricted Suppliers. Bidders must: - Disclose any state employment or connections to procuring institution employees. - Declare any controlling interests in related enterprises. - Confirm no involvement in drafting specifications or terms of reference. - Ensure no prior or ongoing restrictive practices (e.g., collusion, market allocation) as per the Competition Act No. 89 of 1998.
