Johannesburg Water requires a technical accounting and audit support resource to augment internal capacity. The appointed resource must be a qualified Chartered Accountant (CA(SA)) with a minimum of 7 years post-qualification experience. Scope of work includes: Technical accounting support (GRAP standards advice, review of complex transactions, accounting position papers, policy/procedure enhancement). Audit support (coordinate audit requests, review working papers, respond to audit findings, prepare evidence, attend meetings, resolve accounting matters, manage CaseWare audit files). Financial reporting support (review reporting packs, ensure completeness/accuracy, compliance checks, CaseWare preparation). Capacity building (on-the-job coaching, knowledge transfer). Deliverables: Compiled Annual Financial Statements (GRAP/MFMA compliant), supporting schedules/disclosure notes, technical accounting advice, quality-assured financial reporting, reviewed audit working papers, audit query responses, monthly progress reports, process improvement recommendations, knowledge transfer. The resource must demonstrate advanced proficiency in CaseWare and Microsoft Excel.

The proposed resource must: Be a qualified Chartered Accountant (CA(SA)) registered with SAICA. Have a minimum of 7 years post-qualification experience. Demonstrate extensive experience in financial reporting and GRAP-compliant Annual Financial Statements. Have proven experience in public sector audits, including responding to audit queries and resolving findings. Possess strong technical knowledge of GRAP, MFMA, and municipal finance reporting. Have experience in local government, municipal entities, or state-owned entities. Demonstrate advanced proficiency in CaseWare Working Papers and Financial Statements. Be an advanced Microsoft Excel user (complex formulas, data analysis, reconciliations). Provide a detailed CV, proof of qualification, and contactable references.

Deliverables must meet GRAP, MFMA, and other regulatory standards. Quality assurance includes: Compilation of Annual Financial Statements with supporting schedules and disclosure notes. Technical accounting advice and position papers for complex transactions. Review and quality assurance of financial reporting for completeness, accuracy, and compliance. Reviewed audit working papers and supporting schedules. Monthly progress reports with risks and recommendations. Process improvement recommendations for financial reporting, internal controls, and audit readiness.

Submit a firm pricing schedule (MBD 3.1) with all applicable taxes included. Only firm prices are accepted; non-firm prices (e.g., subject to exchange rate variations) will be rejected. If different delivery points affect pricing, submit a separate schedule for each. Pricing must include: Item number, quantity, description, unit price, total price, sub-total, VAT at 15%, and grand total. Offer must be valid for 60 days from the closing date. All delivery costs must be included in the bid price. The bid price must cover value-added tax, PAYE, income tax, UIF, and skills development levies.

Submit a pricing schedule with firm prices only (non-firm prices will be rejected). Pricing must include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies). Total quotation value must be inclusive of VAT. Offer must be valid for 60 days from the closing date. B-BBEE requirements: Submit a valid B-BBEE Certificate or compliant sworn affidavit. Non-compliant affidavits will score zero. Preference points may be awarded for specific goals such as business ownership by 51% or more Black Youth. Points are allocated as per PPPFA 2022 and the 80/20 system.

Contract is subject to the Preferential Procurement Policy Framework Act (PPPFA) of 2000, PPPFA Regulations 2022, General Conditions of Contract (GCC), and any special conditions. Contract period: 5 months, with services rendered on an as-needed basis. Johannesburg Water reserves the right to recover costs, cancel the contract, recommend blacklisting for up to 10 years, or pursue criminal prosecution for fraudulent conduct. Bid is subject to PPPFA 2000, PPPFA Regulations 2022, GCC, and any other special conditions of contract. All suppliers must be registered on the Central Supplier Database (CSD). Quotations must include all applicable taxes; failure to do so will result in disqualification. Acceptance of a quotation is subject to Johannesburg Water’s Supply Chain Policy.

Quotations will be evaluated on the 80/20 point scoring system. 80 points will be allocated to price and the remaining 20 points will be allocated for specific goals as per PPPFA 2022
