Scope: Supply, install, and commission power and lights at Unit 2 Security Tower. CIDB Grading requirement: 1EP or higher. Compulsory site briefing attendance. Work includes: Supply of materials: 25mm² x 4 core SWA cable (140m), size 2 cable gland for SWA cable (x2), size 2 cable gland shroud (x2), 100A 3-pole 5KA MCB (x1), 60A 5KA earth leakage MCB (x1), 20A 5KA MCB SP (x2), 40A 5KA 3-pole MCB (x1), 10A 5KA SP MCB (x2), 4x4 double pole 16A socket outlets (x6), lights switch one pole (x1), lights switch 3-pole (x3), 1000W wall-mounted LED lights (x6), 2.5mm² GP wire (red, black, earth), 32A welding socket and plug (3P+E), DB single door 16-way (electric orange, 400x410x230), wiring consumables. Equipment: Hydraulic scissors lift platform. Deliverables: Certificate of Compliance (COC), safety file. Installation work: Running cable from MCC to security tower through ducts, trench, and excavation (for underground sections). Drilling concrete and mounting floodlights on the building roof. Wiring of the tower, commissioning, and issuing COC.

Bidders must have a CIDB Grading of 1EP or higher. Competitors are defined as individuals/organizations with qualifications, abilities, or experience to provide the same goods/services as the bidder.

Firm pricing only. Pricing schedule must include: Item number, quantity, description, unit price, total price (QTY

• unit price), sub-total, VAT at 15%, and grand total (inclusive of all taxes). Delivery period, delivery basis, and compliance with specifications must be declared. All delivery costs must be included.

Pricing must be firm (non-firm prices, including those subject to exchange rate variations, will not be accepted). Total quotation value must be inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, SDL). Failure to include all taxes will result in disqualification. Offer validity period: 60 days from closing date. Pricing schedule must include: Item number, quantity, description, unit price, and total price (QTY

• unit price). Sub-total, VAT at 15%, and grand total (bid price in ZAR, inclusive of all taxes). Delivery costs must be included in the bid price for delivery to the prescribed destination. All quotes must specify: Brand and model, country of origin, compliance with specifications (yes/no), deviations (if any), delivery period, and delivery basis. Municipal rates and taxes must not be in arrears for more than 90 days (regulation 38).

Mandatory documents: Valid Tax Clearance Certificate or valid SARS PIN (compulsory). Valid B-BBEE certificate or compliant sworn affidavit (non-compliant affidavits score zero). Municipal rates and taxes clearance (not older than 3 months, not in arrears for >90 days). Signed Declaration of Interest (MBD 4). Declaration of Bidder’s Past Supply Chain Management Practices (MBD 8). Certificate of Independent Bid Determination (MBD 9). Proof of CSD registration or MAAA supplier number. Preference Points Claim Form (MBD 6.1) as per PPPFA 2022. Company registration documents with ID copies of directors/shareholders. All MBD forms must be duly completed and signed. Quotations must be on company letterhead and in PDF format. No bids from persons in the service of the state or blacklisted by National Treasury. Safety file must be submitted as part of the deliverables. Work involves electrical installations, excavation, and working at heights (roof mounting). Compliance with occupational health and safety standards is implied.

Bid is subject to the Preferential Procurement Policy Framework Act (PPPFA) 2000 and PPPFA Regulations 2022, General Conditions of Contract (GCC), and any special conditions. Delivery costs must be included in the bid price. All applicable taxes (VAT, PAYE, income tax, UIF, SDL) must be included. Non-firm prices will not be accepted. Certificate of Bid Determination (MBD 9) must be completed and submitted. Reasonable steps will be taken to prevent bid-rigging.

Bid is subject to PPPFA 2000, PPPFA Regulations 2022, General Conditions of Contract (GCC), and any other special conditions of contract. Compliance with these is mandatory for bid validity.

RFQ validity period: 60 days from closing date. Mandatory requirements: Full completion of Bill of Quantities (BOQ)/Specification. Compulsory attendance of site briefing. Quotations evaluated on the 80/20 point system: 80 points for price, 20 points for specific goals (B-BBEE status). Applies to tenders up to R50,000,000. Specific goals: 20 points for SMMEs (EME/QSE) with 51%+ black ownership. Proof required: Valid B-BBEE certificate or compliant sworn affidavit.
