applicants are appointed by JW, the successful recruiter will be the one with the lowest rates.
In such case cost effectiveness in the conventional sense is applied. However, in other cases
the CV of the successful applicant may only have been presented to JW by a single recruiter
which does not have the lowest rates. In such cases it is also arguable that the principle of
cost effectiveness will be applied as there is only one recruiter that could offer JW what it
required, namely the best applicant for the relevant position
