Scope: Provision of professional quantity surveying services for the construction of Xhora Mouth Clinic. Contract will be based on the CIDB Professional Services Contract (Third Edition, 2009). Services must be delivered by suitably experienced and qualified personnel. The preferred tenderer must submit an approved insurer undertaking for Professional Indemnity Insurance specific to the project within 21 days of appointment. Bidders must have at least one company director registered with SACQSP as a Professional Quantity Surveyor. Required deliverables include: pricing schedules, bills of quantities, project references (minimum 3), and details of the project team with CVs, qualifications, and proof of SACQSP registration. All standards and specifications referenced in SANS 10845-3 apply.

Pricing must be in RSA Rand. VAT vendors must include VAT at 15% in the bid offer and explicitly state the VAT amount. Non-VAT vendors who include VAT in prices will be given 21 days to register as a VAT vendor with SARS after appointment. If the Bid Sum in words differs from the Bid Sum in figures, the amount in words governs. All items in the Pricing Schedule must be priced (except provisional sums and allowances, which must still be added to the total). Failure to price all items may lead to elimination. The Form of Offer and Acceptance amount takes precedence over any other total in the submission. Market-related offers are required; non-market-related offers may be negotiated downward. Tender validity period: 90 days. Professional Indemnity Insurance must be provided within 21 days of appointment.

Bidders must be registered on the National Treasury Central Supplier Database (CSD) and submit proof of registration (CSD number or tax compliance PIN). Tax matters must be in order; verification is done via CSD. Non-compliant bidders will be granted 7 working days to rectify tax matters with SARS; failure to do so results in disqualification. Bidders or their directors/shareholders must not be listed on the Register of Tender Defaulters or the List of Restricted Suppliers. At least one company director must be registered with SACQSP as a Professional Quantity Surveyor and submit a letter of good standing from SACQSP. Bidders must complete and sign: Compulsory Enterprise Questionnaire, SBD 1, SBD 4 (Declaration of Interest), and SBD 6.1 (Preference Points Claim Form). Bidders must not be in the service of the state, nor have directors/members in the service of the state. Protection of Personal Information (POPIA) consent form must be completed. Bidders must be in good standing with the Compensation Fund or a licensed compensation insurer. No conflicts of interest are permitted.
