Scope: Provision of professional civil and structural engineering services for the construction of a conservancy tank at Ngqamakhwe Service Office. Contract based on CIDB Professional Services Contract (Third Edition, 2009). Eligibility: Only tenderers with suitable experience and suitably qualified personnel in providing similar services. Required: At least one company director must be registered with SACAP as a Professional Architect, Architectural Technologist, or Technician. Proof of registration and a letter of good standing from SACAP (or QR code certificate) must be submitted. Pricing: Use Government Gazette No. 51352 (04 October 2024), Medium Complexity table for professional fees. Project references: Submit at least 3 written, contactable references for completed projects (client name, contract value, term, contact details, proof of work). Current and pending projects must also be listed. Team: Provide details of the project team, including CVs, qualifications, and proof of SACAP registration for each individual.

Pricing must be in RSA Rand. VAT vendors must include VAT at 15% and explicitly state the VAT amount. Non-VAT vendors who include VAT in prices will have 21 days post-award to register with SARS. If the Bid Sum in words and figures differ, the amount in words governs. All items in the Pricing Schedule must be priced (except provisional sums and allowances, which must still be added to the total). The Form of Offer and Acceptance amount takes precedence over any other totals. The preferred tenderer must submit an approved insurer undertaking for Professional Indemnity Insurance specific to the project within 21 days of appointment. Payment terms and contract specifics will be governed by the CIDB Professional Services Contract (Third Edition, 2009).

Bidders must be registered on the National Treasury Central Supplier Database (CSD) and submit proof of registration (CSD report). Tax matters must be in order; verification will be done via CSD. Bidders found non-compliant with SARS will have 7 working days to rectify; failure results in elimination. Bidders must not be listed on the Register of Tender Defaulters or the Treasury’s database of restricted suppliers. Compulsory documents: SBD 1, SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim Form), Compulsory Enterprise Questionnaire, Resolution of Signatory (if applicable), POPIA consent form, and CIDB registration (if applicable). Bidders must confirm no conflicts of interest or relationships with state employees. Persons in the service of the state, or entities with directors/members in state service, are prohibited from bidding. Joint ventures/consortia must submit separate compliance documentation for each partner. Professional registration with SACAP is mandatory for at least one director and assigned professionals.
