Scope: Supply, delivery, and installation of security fencing at Jane Furse RDP Sewage Ponds (once-off). Materials include: Concrete palisade posts (2.4m long, pre-stressed, spaced at 2.0m centres), concrete pales (1.8m long, reinforced, spaced at ±165mm centres), concrete rails (1.98m long, pre-stressed, grouted into posts), concrete for post foundations (460x460x600mm, min 15 MPa), carriage bolts/nuts/electro-galvanised washers (8mm, 2 per pale), PVC washers (50mm and 20mm OD), cement mortar grouting, and erection/installation. Quantities and unit prices must be specified in the pricing schedule.

Bidders must demonstrate relevant experience and qualifications. Competitors are defined as any individual or organization (affiliated or not) that: (a) has been requested to submit a bid, (b) could potentially submit a bid based on qualifications, or (c) provides the same goods/services or is in the same line of business. Joint ventures or consortiums are allowed, and internal communications within these are not considered collusive bidding.

Contract terms: Bid validity period is 90 days from closing date. Payment will be made within 30 days after receipt of invoice. The successful bidder must sign a written contract form (MBD7). For bids exceeding R10 million: Submit audited annual financial statements for the past 3 years (or since establishment if <3 years old). For joint ventures, submit lead partner’s audited financials. Provide a certificate confirming no undisputed municipal service commitments overdue for >30 days. Submit particulars of any contracts awarded by an organ of state in the past 5 years, including non-compliance or disputes. Disclose if any portion of goods/services is sourced outside South Africa or if payments will be transferred out of the country. Contract comes into effect upon receipt of a fully completed original copy. Tenderer has 5 working days to notify employer of any acceptance issues. Failure to deliver bonds, guarantees, or proof of insurance within 2 weeks of contract award constitutes repudiation.

Evaluation uses the 80/20 preference point system for acquisitions up to R50,000,000. Price accounts for 80 points, calculated as: Ps = 80(1 - (Pt - Pmin)/Pmin), where Ps = points for price, Pt = tender price, Pmin = lowest acceptable tender price. Specific goals account for 20 points, allocated as follows: HDI (12 points), Not having voting rights prior 1994 (12 points), Woman ownership >50% (2 points), Disability ownership >50% (2 points), HDI youth (2 points), Locality within Sekhukhune District Municipality (2 points). Bidders must submit proof for claimed points. Failure to submit required documentation will result in 0 points for specific goals. Fraudulent claims may lead to disqualification, contract cancellation, or legal action.
