• JVs must meet CIDB grading combinations (e.g., two 4GB for 5GB work) and submit a separate bank account, VAT registration, and consolidated CSD.

Risk assessment (minimum 14 points required to pass):

• Technical qualifications: Key personnel CVs (Contract Manager, OHS Officer, Foreman) must meet minimum requirements.
• Workload and capacity: Current projects must not exceed CIDB grading upper limit; no delays >10% on approved programme.
• Reliability: At least 3 projects (value ≥R3.6M) completed within 10% of approved contract period in past 3 years (2 must be in Eastern Cape).
• Experience and reputation: At least 3 contactable references for similar projects (value ≥R3.6M) with good/fair ratings.
• Price offered: Must be market-related (within 10% of market value for low risk; >20% below = high risk).
• Construction Implementation Plan: Must cover human resources, materials, plant, quality control, programme, and cash flow.

Exclusions:

• Tenderers with fraudulent registrations or past defaults (e.g., poor performance, unsigned final accounts).

Contract duration: 24 weeks from commencement to practical completion.
