For Solar Streetlights, submit to 67 Church Street, Emaxesibeni by 12:00 noon. Tenders will be opened in public. Clearly mark tenders with the project name. The municipality will not award tenders to persons working for the state. Compulsory briefing session and site visits required (briefing certificate will be issued).

Scope: Maintenance of Dangwana/Zingcuka Access Road (CIDB Grading 3 CE or higher). Additional projects listed include road maintenance, construction, and installation of 50 solar streetlights in Emaxesibeni (CIDB Grading 3EP or higher). Site inspections are compulsory for all projects.

Pre-qualification criteria: Company Experience (40 points), Key Personnel (40 points), Methodology (20 points). Total: 100 points.

Prices must be firm and inclusive of VAT for VAT vendors.

Mandatory documents: SARS confirmation with verification pin, CIPC registration/founding statement, certified ID copies of directors/owners, MBD forms 1, 4, 6.1, 8, and 9, and billing clearance certificate or equivalent (e.g., municipal accounts statement, affidavit, lease agreement, or residential confirmation with declaration of no municipal debt >90 days). Bidders must be registered on CSD (confirmation required). Document certification must be within 90 days. Umzimvubu Local Municipality SCM policy applies.

80/20 preference points system: 20 points allocated as 4 points each for 50%+ youth ownership, 50%+ female ownership, 100% black ownership, people living with disability, and Umzimvubu Local Municipality-based suppliers.
