Supply and delivery of sabs-approved PPE for environmental services (24-Month contract)

Submit bids via email to [email protected] by 22 June 2026 @ 12h00. Late, hand-delivered, incomplete, or facsimile bids will not be accepted. Use only the original bid documentation provided by the municipality. Clearly mark submissions with the project name and reference number (WMM-LM 19/02/26/01 PPE). All pages of the tender document and schedules must be initialed by an authorized person. Failure to complete all blank spaces or submit required forms may result in disqualification. Unsigned alterations to the BOQ/Quotation/Pricing schedule will invalidate the submission.

Supply and delivery of PPE for Environmental Services for 24 months. All PPE must be new, SABS-approved, and comply with the latest relevant SABS codes. Items include: Navy unisex work jackets and trousers, women’s overalls (Conti Dresses), EPWP overalls (unisex and women’s), Blue/Orange Golf T-Shirts, Blue/Orange T-Shirts, long black socks, safety boots (SABS/ISO 20345, anti-static, shock-absorbent), safety boots for people with foot challenges (ISO 9001 compliant), general-purpose and ankle gumboots, warm jackets with reflector lines, freezer jackets, jerseys, heavy-weight rubberised rainsuits and raincoats, sun protection hats, beanies, hard hats with visors and earmuffs, balaclavas, shin guards, disposable and dust masks, various gloves (cotton latex, PVC wrist/elbow length, rubber household, chemical), high-visibility reflectors (jackets and vests), strong and soft PVC aprons, disposable aprons, chainsaw trousers and jackets, safety goggles, and first aid metal wall boxes. All clothing must feature the municipal logo and specified text (e.g., "WMMLM-WASTE MANAGEMENT / PARKS & CEMETERY SERVICES") embroidered or printed as detailed. Delivery must include all sizes per item; failure to tender on all sizes and products will result in disqualification.

Bidders must provide proof of previous experience in supplying protective clothing or related supply and delivery contracts valued at R800,000 or more. Submit 3 valid and signed appointment letters with signed referral letters (not older than 3 months) from public institutions. Manufacturers/suppliers must provide a letter confirming: PPE delivery within the stipulated time (10 points), liability for defects within 12 months (10 points), and SABS certification (20 points). All reference letters must be verifiable, and only official email addresses with clear signatory names and positions are accepted. Bidders must tender on all sizes per item; failure to do so will result in disqualification.

All materials must comply with the latest relevant South African Bureau of Standards (SABS) codes. Protective clothing must be replaced within 48 hours if defects are noticed during the guarantee period. Non-compliance with agreed service delivery may lead to breach of contract, with the supplier liable for any expenses incurred. Products must be ISO 9001 compliant where applicable. Guarantee periods and exclusions must be clearly indicated.

Submit firm prices only in ZAR (Rand). Provide a separate pricing sheet for each item for all 24 months. Prices must include delivery and off-loading costs at the municipal stores. Non-firm prices or those subject to exchange rate variations will not be considered. Bids over R1 million require VAT registration or proof of registration before the closing date. All tendered prices must be in line with the attached items sheet; failure to comply will result in a non-responsive bid.

Firm prices only in ZAR (Rand). Submit a separate pricing sheet for each item for all 24 months. Prices must include delivery and off-loading costs at municipal stores. Non-firm prices or those subject to exchange rate variations will not be considered. Bids over R1 million require VAT registration or proof of registration before the closing date. Payment terms: Invoices must be accompanied by a delivery note and will be paid within 30 days of submission. Prices quoted in the bid cannot vary during the contract period.

Mandatory documents: Completed original bid document issued by the municipality. CIPC Registration Documents. Certified ID copies of Director(s) (not older than 3 months). Proof of CSD Registration. Valid Tax PIN printout from SARS. Fully completed and signed bid documents: MBD1, MBD4, MBD6.1, MBD6.2, MBD6.4, MBD8, MBD9. Signed certification confirming no undisputed municipal accounts are overdue by more than 30 days, with proof. For joint ventures: Valid Tax PIN printouts for all partners and a signed agreement indicating the lead partner. Minimum local content threshold: 100%. Annual Financial Statements for the latest three financial years. Foreign suppliers must complete the pre-award questionnaire. Bidders in the service of the state are ineligible.

PPE must comply with the Occupational Health and Safety Act and municipal by-laws. The municipality provides PPE tailored to the specific risks of each job category, with continuous training and awareness on correct use. PPE effectiveness is regularly monitored and evaluated. Safety items include: Safety boots (SABS/ISO 20345, anti-static, shock-absorbent), safety boots for people with foot challenges (ISO 9001 compliant, anti-slip, oil-resistant, anti-corrosive), hard hats with visors and earmuffs, balaclavas, shin guards, disposable and dust masks (EN 149:2001), safety goggles, and first aid metal wall boxes. All PPE must be new and fit-for-purpose.

Contract duration: 24 months, subject to quarterly performance reviews. The successful bidder must fill in and sign a written contract form (MBD7). The municipality reserves the right to not accept the lowest tender or any tender, in part or in whole, and may award the tender to an emerging black enterprise company. Key Performance Indicators (KPIs): Timeous delivery of correct quantities as per order, and quality of products as stipulated. Failure to meet KPIs without satisfactory reasons may result in contract cancellation and blacklisting. The supplier is accountable for executing the scope of work detailed in the Terms of Reference. Non-compliance with service delivery agreements may lead to breach of contract, with the supplier liable for incurred expenses. The contract comes into effect on the award date and is binding on the service provider.

Bids must score a minimum of 70% on functionality to advance. Evaluation uses the 80/20 preferential points system: 80 points for price (VAT inclusive) and 20 points for specific goals. Functionality criteria: 20 points per valid appointment letter with referral letter (not older than 3 months) from a public institution, proving experience in supplying protective clothing or related contracts valued at R800,000+. Manufacturer/supplier letters: 10 points for confirming PPE delivery within the stipulated time, 10 points for liability on defects within 12 months, and 20 points for SABS certification. Preference points for specific goals: South African (3), Black (3), Women (3.5), Youth (3.5), Disabled (3.5), Military Veteran (3.5). Documentary proof or sworn affidavit is required for disability preference points. All references must be verifiable, and official email addresses with clear signatory details must be used.
