The main objective of this contract is to appoint service providers to provide traffic engineering services for the Rustenburg Local Municipality. The service providers to be appointed must be of world class standard and the Service Provider must be able to deliver tight schedule deadlines in some instances. The general success of the contract is based on the following assumptions: • That there is a need for the service • That the successful service provider has the knowledge and expertise required to provide traffic engineering services; and • Rustenburg Local Municipality will provide the contracted Service Provider with the available services plans. 2. PROJECT SCOPE RLM requires a professional service provider to provide traffic engineering services as and when required over a period of 36 months. 2.1 MAIN ACTIVITY The panel of Traffic Engineers shall provide but not limited the following traffic engineering services: ➢ Evaluation of Traffic Impact Studies and Site Traffic Assessments. ➢ Compilation of traffic impact studies and site traffic assessments. ➢ Technical inputs for new Township applications, rezoning, etc. ➢ Control and enforcement of conditions imposed on developers. ➢ Liaison with other road authorities (provincial, national etc.) with regard for proposed development. ➢ Coordination and implementation of Integrated Transport Plan and Spatial Framework objectives. ➢ Facilitation of discussions with potential investors, developers and other traffic engineers. ➢ Management of the finalization of road reserve requirements for proposed upgrading to reserve land for future roads and do Preliminary design (basic planning) to identify potential property expropriation, impacts on structures and services and the need for relocation. ➢ Preparation of estimated cost calculations for each project. 2.2 INFORMATION GATHERING RUSTENBURG LOCAL MUNICIPALITY The appointed panel of Service Provider will be expected to make contact with all the relevant officials and units within the local, provincial and national spheres of government or any entity holding information relevant to each project to obtain relevant information that will be required for the project when a need arise. Existing information which is available within the Directorate Planning and Human Settlement and Directorate Roads and Transport will be made available to the accredited panel when a need arises or during the execution of a specific project. In the case where the service provider needs a letter to confirm the motive for requesting information from the different spheres of government or parastatals, the Municipality will provide the requested letter. Notwithstanding anything written in these terms of reference, the responsibility for collecting information necessary for the successful execution of the project remains entirely with the service provider. REPORTING During the execution of a specific project, the appointed service provider(s) will be required to submit progress reports and attend meetings at intervals as it will be determined by the project team or steering committee managing the project. All information captured and or used during the execution of a specific project; to generate the outputs of the project will remain the property of the Rustenburg Local Municipality. The Rustenburg Local Municipality will retain copyright and all associated intellectual rights thereof. ALLOCATION OF WORK AND ENTITLEMENT TO GET THE WORK The allocation of work to the service providers will be based on the principle of “as and when”. The fact that service provider is appointed should not be an entitlement or expectation to demand/claim that the work should be given to them. The allocation of work is dictated by the circumstances as and when it is necessary as well as the discretion of the Municipality. 2.3 CONTENTS OF THE BID ➢ A profile of the company, listing with clear references similar works undertaken in the past by the firm in relation to the category as defined above. ➢ The names and CVs containing detailed information on relevant experiences of persons who will be directly contributing to any project. ➢ Certified copies of all certificates of professional registration. ➢ Professional certificates are compulsory, bidders will be disqualified for not attaching professional certificates of key personnel, registered as a professional (professional engineer or professional engineer technologist or professional certificated engineer or professional engineering technician) with the Engineering Council of South Africa (ECSA). RUSTENBURG LOCAL MUNICIPALITY ➢ Bidders are required to be a member of Consulting Engineers South Africa (CESA) and must provide a valid membership certificate. ➢ The Bidder is required to provide and maintain valid professional indemnity (PI) insurance with a minimum limit of indemnity of R5 million, any one occurrence and in the aggregate. Written proof of such insurance must be submitted as a mandatory returnable document with the tender offer. The Municipality retains the right to request documentary proof of insurance as part of the tender evaluation process and during the contract period". QUANTITIES AND ESTIMATES An official request in a form of “request for quotation” will be placed on an “as and when” the service is required. The Municipality will issue an official request to the appointed panel before the service is rendered. Due to strict budgeting requirements as provided by the MFMA, it is expected from the service provider not unreasonably inflate the fees. All invoices should be accompanied by proof that the services were rendered. EXPECTED DELIVERABLES Specific project specifications will be provided to the appointed panel “as and when” a need is identified. This BID is a two-stage bidding process: project deliverables and pricing will be requested “as and when” the service is required for a specific project. Payments will be on work-completed basis i.e., on set milestones as per the project plan. When the Rustenburg Local Municipality accepts the final product, the appointed service provider will be liable to correct errors and fill gaps that may be discovered in the data/project, at no charge to the Rustenburg Local Municipality. CONTENTS OF THE PROPOSAL • An executive summary of relevant work experience as per the requirements of this Terms of Reference. • A profile of the company, listing with clear references similar works undertaken in the past by the firm in relation to the category as defined above. • The names and CVs containing detailed information on relevant experiences of all the persons who will be directly contributing to any project that may be awarded in terms of this Bid, and their roles thereof. The firm; must warrant that such persons must be available within the duration of the term within which appointment made in terms of this Bid is valid. RUSTENBURG LOCAL MUNICIPALITY • Certified copies of all certificates of professional registration and related certifications must be attached. 3 RESPONSIBILITIES 3.1 RUSTENBURG LOCAL MUNICIPALITY The officials who are concerned with the appointment of a panel of Traffic Engineers to provide traffic engineering services as and when required over a period of 36 months will be responsible for the following: - (a) Give the Service Provider necessary details so that the requirements are understood. All specifications with regards to the provision of traffic engineering services are within the specifications and there is no ambiguity. 3.2 SERVICE PROVIDER The service providers are expected to have the following skills: ➢ Team leader must be registered with ECSA as a professional engineer. ➢ Additional relevant professional qualifications and certificates of services or experience can be explicit. 4. EVALUATION CRITERIA Administrative evaluation (document completion and attachment of mandatory documents) Professional Indemnity valued R 5M or more. CESA certificate for the company Functionality minimum qualifying score of 70 out of maximum of 100.
