3.1. PURPOSE OF THIS REQUEST FOR PROPOSAL The Construction Education and Training Authority (CETA) invites suitably qualified and experienced ICT software suppliers, manufacturers, and authorised resellers to submit proposals for appointment to a panel of pre-qualified suppliers for the supply, delivery, installation, and support of ICT Software applications, systems and solutions. This RFP seeks to establish a panel of suppliers capable of providing comprehensive ICT software solutions including business productivity software, enterprise applications, database management systems, development tools, security software, backup and disaster recovery solutions, project management software, specialised sector-specific software, operating systems, and virtualisation software to support CETA's operational, administrative, and strategic ICT requirements. The panel will enable CETA to procure ICT software efficiently, cost-effectively, and in compliance with the Public Finance Management Act (PFMA), Treasury Regulations, and the Preferential Procurement Policy Framework Act (PPPFA). 3.2. THE NEED FOR A PANEL APPROACH CETA requires a streamlined, efficient, and compliant procurement mechanism for ICT software to support its mandate of facilitating skills development in the construction and built environment sector. BENEFITS OF THE PANEL APPROACH The establishment of a pre-qualified supplier panel will enable CETA to: • Procure ICT software efficiently through competitive quotations from pre-vetted suppliers • Reduce procurement lead times from months to days • Maintain regulatory compliance with the Public Finance Management Act (PFMA), Treasury Regulations, and the Preferential Procurement Policy Framework Act (PPPFA) • Ensure consistent access to current software versions and technologies meeting CETA's operational standards • Leverage economies of scale through pre-negotiated rates and volume licensing agreements • Distribute procurement opportunities equitably amongst multiple qualified suppliers • Support transformation objectives through structured B-BBEE preference mechanisms • Access specialised software solutions from authorised distributors and vendors 3.4. KEY PANEL PRINCIPLES The panel will operate on the following fundamental principles: • COMPETITIVE SELECTION: Panel members appointed through an open, competitive tender process • MULTIPLE SUPPLIERS: Multiple suppliers appointed per software category to ensure continuity and competition • NO GUARANTEED WORK: Panel appointment does not guarantee any minimum order value or exclusivity • COMPETITIVE QUOTATIONS: Future procurements made by requesting quotations from panel members (minimum three quotations for orders above R30,000) • PRE-NEGOTIATED RATES: Pricing fixed for 12-month periods with structured adjustment mechanisms • PERFORMANCE ACCOUNTABILITY: Comprehensive performance management with clear consequences for non-performance • EQUITABLE DISTRIBUTION: The Rotation system ensures fair distribution of opportunities amongst panel members • TRANSFORMATION: B-BBEE preference applied at both panel establishment and call- off procurement stages 3.6. Serving Society” 4. OBJECTIVES OF THE RFP AND PANEL 4.1. PRIMARY OBJECTIVES The primary objectives of this RFP and the establishment of the ICT software supply panel are: • Ensure Continuous Availability of ICT Software: To guarantee CETA's uninterrupted access to current software versions, applications, and licensing that meet operational, technical, and security requirements, thereby enabling continuous business operations and productivity. • Achieve Cost Efficiency and Value for Money: To secure competitive pricing through pre-negotiated rates, volume licensing agreements, and competitive quotations amongst panel members, thereby optimising CETA's ICT software expenditure and achieving value for money. • Streamline Procurement Processes: To reduce procurement lead times, administrative burden, and transaction costs by eliminating the need for individual tenders for each software requirement, thereby enabling rapid deployment of ICT applications. • Maintain Regulatory Compliance: To ensure full compliance with the Public Finance Management Act (PFMA), Treasury Regulations, Preferential Procurement Policy Framework Act (PPPFA), and all applicable legislation governing public sector procurement. • Support Quality Assurance: To maintain high standards of software quality, reliability, security, and support through pre-qualification of suppliers and ongoing performance management mechanisms. • Enable Rapid Response to Technology Changes: To maintain flexibility to adapt to evolving software requirements, changing business needs, and version upgrades without being locked into long-term contracts with single suppliers. • Advance Transformation Objectives: To leverage ICT software procurement to support Broad-Based Black Economic Empowerment (B-BBEE), skills development in the ICT sector, and supplier diversity objectives. • Foster Supplier Development: To provide opportunities for multiple suppliers, including smaller and emerging enterprises, to participate in CETA's procurement and develop sustainable business relationships. • Ensure Licensing Compliance: To maintain comprehensive licensing compliance, technical support, and maintenance services for all software applications, ensuring optimal uptime and rapid issue resolution. 52 14th Road, Noordwyk, Midrand, 1687 +27 11 265 5901 scmtenders@ceta.co.za www.ceta.org.za of 80 Request For Proposal “Developing Skills. MINIMAL ON-PREMISE INFRASTRUCTURE Consistent with CETA's cloud-first strategy, on-premise infrastructure is minimal and maintained primarily for legacy support and potential development environments: Legacy on-premise servers (currently inactive) reserved for potential future development and test environments, not production workloads Physical network infrastructure including managed switches, routers, wireless access points, and firewalls operating on a unified cloud-managed network platform Minimal local storage for transitional or backup purposes 5.3. COMPATIBILITY REQUIREMENTS: Proposed solutions must be compatible with CETA's existing cloud-first environment, Microsoft 365 ecosystem, and unified cloud- managed network platform. Bidders proposing alternative software must demonstrate seamless interoperability and integration capabilities. CLOUD-FIRST PREFERENCE: CETA prefers cloud-based, SaaS, and subscription- based software solutions that align with the organisation's strategic direction. On-premise software may be considered where cloud alternatives are not viable. EVALUATION FOCUS: Technical merit, total cost of ownership, compatibility, licensing models, support quality, B-BBEE contribution, and value for money—not alignment with existing software vendors. MIXED ENVIRONMENT: CETA operates in a multi-vendor environment and is open to best-of-breed solutions across all software categories. IMPORTANT - Interoperability and Compatibility: Bidders must note that CETA requires software solutions to be compatible and interoperable with existing systems, data formats, and infrastructure. Serving Society” ICT SOFTWARE SCOPE EXCLUSIONS The following are explicitly excluded from the scope of this panel: MICROSOFT 365 E5 LICENCES: CETA has an existing Microsoft Enterprise Agreement covering Microsoft 365 E5 Licences, Office applications, Microsoft Teams, SharePoint, OneDrive, Exchange Online, and related Microsoft cloud services. These software products are excluded from this panel procurement. MICROSOFT AZURE: CETA has an existing agreement with Microsoft covering Azure cloud infrastructure services. Azure services, compute resources, and related cloud infrastructure are excluded from this panel procurement. MICROSOFT DYNAMICS 365: CETA has an existing agreement with Microsoft covering Dynamics 365 core platform and Microsoft first-party modules. However, third-party extensions, add-ons, and ISV solutions for Dynamics 365 from non-Microsoft vendors may be procured through this panel. SAGE PRODUCTS: CETA has existing arrangements for SAGE 200 (Financial Management) and SAGE 300 (Human Resources Management). These products and related SAGE modules are excluded from this panel procurement. iLMS (INTEGRATED LEARNER MANAGEMENT SYSTEM): CETA is implementing iLMS (developed by MICT SETA) as its comprehensive platform for all SETA-specific functions. ICT HARDWARE: Hardware procurement, including computers, servers, network equipment, and peripherals, is covered under separate procurement arrangements and is excluded from this software panel. TELECOMMUNICATIONS: Cellular contracts, data contracts, telecommunications services, and related connectivity services are excluded and procured through separate arrangements.
