The office premises should be situated in the business district of city of Matlosana
Local Municipality and should be close to public transport and in close proximity to
Authority’s stakeholders such as the Department of Labour, Department of Home
Affairs and South African Police Services.

b. Office space requirements.
The Authority requires approximately 200 square meters office space being the gross
lettable area.
The Authority has a total of 10 offices in 7 provinces namely Gauteng, KwaZulu Natal,
Free State, Mpumalanga, Limpopo, Eastern Cape and Western Cape. The Authority is
looking to secure an additional new office space in the North-West Province of South
Africa, to cater for their needs and the needs of its customers which are private
security officers and private security companies.
Below are the layout specifications in terms of offices including waiting and open area
spaces for our clients - and the parking needs of both staff and clients on the intended
building. The building should also cater for the physically challenged.

4. Special conditions of contract
a. The replacement and maintenance of all fixtures installed by the landlord on the
premises will be for the account of the landlord, unless damage was caused due to the
negligence of an Authority staff member, or one of its clients.
b. If conflict of interest was not disclosed, the lease will be cancelled with immediate
effect and all cost incurred will be for the landlords account.
c. The successful bidder will be required to sign a lease/service level agreement with
PSiRA.
d. Detailed project plan which includes design, space-planning and renovation timelines
not exceeding 60 days (penalty will be imposed for not adhering to the timeframes)
e. An exit clause after 3-years must form part of the lease agreement
f. Site inspection will be conducted at the discretion of the evaluation committee.
g. Bidder must confirm availability of the building within 30 days of appointment, for
beneficial occupation, in writing on a company letterhead.
5. The proposal
The proposals should be a maximum of 10 pages and must include the following:
a. The building Owner or Proxy’s profile.

b. Draft lease agreement.
c. Map of the building indicating proximity of the office to other stakeholders
d. The full address of the building.
e. Building / floor plans including color photo of the building (exterior and interior).
f. Indicate Landlord’s Tenant Installation (TI) budget availability. PSiRA’s portion of TI’s
to be amortised (without interest) over a period of 3 years.
g. All renovation costs required to create the proposed design shall be the responsibility
of the bidder and the anticipated renovation timeframe should be specified.
h. Total cost of contract to be indicated, with a yearly breakdown of rental schedule for
the period of the lease agreement.
(i) Rental escalation, rental amount per sqm, parking, operating costs, air-
conditions maintenance and estimated other operating costs (escalation from year 1
to year 5 should form part of the total amount of the bid). It must add as an Annexure
if it does not fit on SBD 3.3
(ii) A breakdown of operating cost items and an indication / estimates of operating
costs per month
i. The draft lease agreements with relevant appendices, signed by the bidder’s
authorized representative. This agreement shall inform the entire agreement along with
the proposal. The Authority reserves the right to amend the lease agreement where
appropriate.
4. EVALUATION CRITERIA
4.1 Criterion 1 – Compulsory Requirements
Bidders will first be evaluated on terms of the minimum requirements / gatekeepers.

documents will be disqualified. Those who fulfill all the minimum requirements or have
submitted the required documents will be further evaluated on criterion 2 which is the
functionality.
4.1.1. The tender must be submitted in the prescribed format. Standard bidding
documents should be filled in (not re-typed). These standard bidding documents include
the following:
a) SBD1 Invitation to Bid.
b) SBD 3.3 Pricing Schedule
c) SBD 4 Declaration for Interest.
d) SBD 6.1 Preference Points Claim Form.
e) General Conditions of Contract (ALL pages to be initialed by the bidder).
f) Terms of reference (ALL pages to be initialed by the bidder).
g) Certificate of compliance of building from the Municipality/registered
engineer.
ALL forms should be completed and signed. Incomplete Bids will be
disqualified.
h) The building should be 200 square meters on the ground floor
i. Conditions of tender

▪ Failure to comply with the mandatory requirements will lead to disqualification.
▪ Failure to initial each page of the TOR and the GCC will lead to disqualification.

▪ The use of correction fluid is strictly prohibited and will lead to disqualification.

i. Criteria 2: Technical/Functionality Evaluation is worth 70 points. The minimum threshold
is 50 points. Bidder who scores 50 points and more will be further evaluated in
criteria 3 – Site Inspection. Bidder who scores 80 points or more on technical
evaluation and site inspection based on minimum threshold of each criterion will
further be evaluated in terms of price and specific goals.
The functionality/technical evaluation is broken down as follows:

5. PSiRA RIGHTS
Notwithstanding anything else in this Request for Bids, and without limiting its rights at law
or otherwise, PSiRA reserves the right, in its absolute discretion at any time:
a. Cancel or Call for new Tenders.
b. To appoint more than one bidder or contractor.
c. Reject any Tender received after the Closing Time.
d. Consider and accept or reject any alternative tender.
e. Alter the structure and/or the timing of this bid or the Tendering Process.
