Returnable documents must be submitted as part of the bid package. The tender does not specify a particular form or submission method, but all returnable items should be clearly identified and included in the final submission.

• Total score is 100 points.
• Minimum threshold of 70 points is required to proceed to pricing and specific goals evaluation.
• 80/20 preference point system applies: 80 points for price, 20 points for specific goals.
• Specific goals include:
• Enterprise size (Micro, Small, Medium, Large) – up to 8 points.
• B-BBEE status – up to 2 points.
• Youth participation – 2 points.
• Spatial location (Rural, Township, City) – up to 4 points.
• Other criteria such as black women ownership, etc.
• Points for price are calculated using the formula: 80 × (1 – (Price – Pmin)/Pmin). Only the lowest acceptable tender price is considered.
• Bidders must complete and sign the Specific Goals declaration (SBD 6.1) and provide supporting documentation; failure to do so forfeits points.
• If total points are equal, the bidder with the higher specific goals score wins. If still tied, lots are drawn.
• The tenderer may be awarded on reasonable grounds even if not highest score.
• Sedfa reserves the right to negotiate with the preferred bidder.

• Lending: end‑to‑end digital origination, AI/ML credit scoring with explainable outputs, full loan lifecycle management, secure APIs to CIPC, SARS, credit bureaus, banks, and SEDFA core systems.
• Business Development: centralised services directory, voucher management, marketplace features, AI‑driven recommendations.
• Credit Guarantee: onboarding, approval, invoicing, claim management, automated notifications, and integration with SEDFA platform.
• AI features: conversational chatbot, document OCR/NLP, predictive analytics, AI governance.
• Data & analytics: unified dashboards, API‑based data exchange, impact measurement, M&E tools.
• UX: omnichannel consistency, usability analytics, WCAG 2.2 AA compliance, multi‑language support, offline mode for app.
• Support: SLA‑driven helpdesk, training, change management, knowledge transfer.
• Evidence of prior SME/commercial lending deployments and explainable AI is required.
• Proof of Concept: 45‑day pilot accessible via mobile and web.
