The assignment entails the development of a Green Hydrogen South Africa Information
Platform.
3.1. Tasks of the Assignment
Task 1: Work plan and inception meeting
The Consultant shall review available documentation, critically verify the scope of services
indicated and extend, reduce, or amend those services deemed necessary according to
professional judgement and knowledge and verify this with IDC, KfW and the GH2 JET IP
PMO
Based on the review of documentation and first contact call with IDC, KfW and the GH2 JET
IP PMO, the Consultant shall establish a detailed Draft Work Plan with the planned
workdays of the consultant and resources required, indicating activities, schedules, and
outcomes in the course of the assignment.
The work plan and questions will be discussed during an inception meeting, to be
undertaken by the Consultant with IDC, KfW and the GH2 JET IP PMO shortly after the start
of the assignment. After the inception meeting, the Consultant shall submit the final work
plan.

Task 2 : Current information and knowledge sphere
The Consultant shall conduct a needs assessment survey to enable a better understanding
of the information needs. Based on this survey, the Consultant shall provide an overview of
the current state of information and knowledge in the field of green hydrogen and analyse
how PtX developers and other important stakeholders currently proceed to obtain relevant
information. Examples of relevant information are:
• A report section with the most relevant study reports regarding scenarios, domestic
and international markets of PtX products.
• A regulatory section on relevant legislation, regulations and certifications.
• A "who is who" section on contacts in ministries and authorities in charge of permits
etc. and the relevant procedures.
• A news section describing ongoing activities including funding programs.
• An event section announcing major GH2 related events.
• Maps with geo-referenced data (GIS -type), information on planned PtX projects and
PtX relevant infrastructure projects
• Publicly available tools to assess PtX potentials in South Africa along the value
chain.
• JET-IP funding matching platform and how to integrate with this platform
• Integration with other relevant information from key stakeholders for example South
African German Energy Programme (SAGEN), Department of Science and
Innovation (DSI) and the GIZ green hydrogen platform
It should be shown which knowledge is publicly available and easy to obtain and,
conversely, where important stakeholders have problems accessing certain knowledge. It
should be shown who are the most important stakeholders and how they obtain information
from different market actors. The dissemination of knowledge and the exchange of
information through IDC shall be investigated.
Based on this evaluation, the consultant shall illustrate the existing gaps and challenges in
acquiring knowledge.
IDC has a key role in influencing the national knowledge landscape for South Africa. In
coordination with the South African Government (especially the Presidency) the platform
should therefore serve as a national green hydrogen information platform.

Task 3: Develop a strategy and roadmap for the information platform
The aim of the information platform is to reach as many relevant stakeholders nationally
and internationally as possible. Based on the results of task 4.1. the communication strategy
should enable the best possible dissemination of knowledge. The strategy should ensure
that relevant information, knowledge and updates are disseminated to the target audience
through the most appropriate channels including social media platforms (e.g. using existing
groups as the LinkedIn group of the GiZ program “Green Hydrogen SA (GHSA). The
strategy shall include the identification of the primary and secondary target groups, their
detailed analysis, the key messages to be communicated to the different target audiences
and the best tools and resources to be used. The IDC is then shown how improved
communication can support the launch of a PtX market in South Africa by working effectively
with key public and private stakeholders. Based on the strategy a roadmap shall be
developed to describe in detail the implementation of the strategy including the maintenance
of the platform. The Consultant shall work closely with the Just Energy Transition Hydrogen
Project Management Office Stakeholder Specialist.

Task 4: Construction of the information platform
Based on task 2 and 3 the Consultant task is to set up the information platform, preferably
in the form of an easily accessible website and/or App.
To provide a user-friendly experience, the information platform should meet certain criteria.
The navigation must be intuitive, what can be achieved by a clear structure and an
accessible and well-performing search function, with the ability to compile reports. In
addition, a responsive design with a good graphical user interface, that adapts to different
devices and screen sizes, is desired. To guarantee that anyone can access the information
platform, accessibility guidelines should be taken into account.
The information platform should include a Project Developer Assessment page featuring a
user-friendly front-end interface for PtX developers to complete and submit an eligibility
questionnaire. This should be complemented by a robust back-end dashboard that enables
both macro-level data aggregation and detailed review of individual project submissions.
The questionnaire will be developed by the GH2 JET PMO.
From a technical perspective, the information platform must ensure data safety via
encryption and periodic safety updates. A fast loading-time of the content and a high
availability are important as well.
The Consultant needs to ensure there is close integration with the database used for the
JET-IP funding platform. Measure to be put in place to facilitate how public versus
confidential information is accessed and managed.

Task 5: Operational concept for the knowledge data base
The operation of the information platform includes the development of an operational
concept that provides IDC with guidance for the daily operation. This includes technical
requirements, recurring elements of the information platform, e.g. the creation of a monthly
update/newsletter, an analysis tool that allows for prioritisation of the knowledge most
requested by the PtX Developers, lessons learnt etc. This information should be taken into
account to help the IDC operate the database.
IDC has to assure that the information platform is fed with new and relevant information
throughout the whole operation time. The content needs to be relevant to the target group
and should include up-to-date knowledge from trustworthy sources and institutions.
The technical features of the information platform must be updated on a regular basis, to
improve the user-friendliness and safety measures. Therefor the user-feedback and latest
technology should be considered.
IDC should establish a responsible body to overview the maintenance of the information
platform and act as a point of contact for the users.

3.2. Deliverables and timeline

Reports are expected in full written form in English language in Word format using South African currency
(ZAR) and containing the results of the tasks described above, conclusions, outlooks and concrete
recommendations with a precise description of the next steps. The reports shall also include an index, a
list of acronyms, a bibliography, maps (if applicable), documentation of related studies and an index of
relevant contact persons.
The final report shall also be provided in PDF format. Subsequent versions of reports that were
already commented shall be provided as a mark-up / redline and as a clean version. Calculations
performed for the assignment shall be made available in an open calculation sheet in Excel format.
Presentations (if any) for meetings and workshops are expected to be in English language and in
PowerPoint format containing the key results of the tasks described above, conclusions, outlooks
and concrete recommendations with a precise description of the next steps. The text parts of the
slides shall be written in short form.
If required, the Consultant shall make available an internet-based data-room facility for uploading
and downloading of documents that are related to the present assignment.

3.3.2. Staffing
The Consultant needs to be adequately qualified for this technical assignment. As a general
requirement, the Consultant shall have adequate education, professional knowledge and
experience in handling similar tasks in the past.
The minimum requirements are:
• a relevant degree (as indicated below),
• compliance with the minimum required years of experience.
• experience in working and coordinating with public entities/ governments
• Local expertise in South-Africa
Furthermore, the evaluation will be based on:
• the number of projects related to the specific areas of expertise as indicated below
(with a higher scoring of projects realized in South Africa).
The consultant shall have international experience as well as relevant experience in the
South African power sector. Association of an international Consultant with a South African
consulting firm will be allowed. A South African branch office of the international Consultant
and/or office of the South African partner consulting firm is required. It is expected that the
Consultant considers sufficient manpower for the field, home office and backstopping with
relevant expertise as well as excellent command of the English written and spoken language
in his offer. The team of key experts shall be limited to a maximum of 6 persons. In case
more than 6 persons are proposed in a bid, then only the first 6 key-experts as mentioned
shall be relevant for evaluation. In addition to the max. 6 key experts, personnel in the home
office shall be provisioned.

from the evaluation, and respective bids rejected. An individual expert may cover more
than one key position. In this case, his capabilities in each position will be evaluated

It is assumed that the proposed experts cover all technical aspects defined the Terms of
Reference and that tasks such as project management, monitoring, controlling and quality
assurance are covered by the Consultant.
The services of the Consultant shall be conducted to great extend in South-Africa. The team
leader must be based in South Africa.
3.4. Principles of Work
It is understood that the Consultant will perform all necessary works and services to ensure
the fulfilment of the objectives of the Project.
It is the duty of the Consultant to meet and coordinate his activities with all relevant agencies
and stakeholders. To ensure a correct implementation of the services it is considered of
outmost importance that a detailed communication plan/-process is implemented among
the Consultant team members.
It is the duty of the Consultant to request additional information from IDC and its partners in
line with the needs for his assignment.
3.5. Logistics
The Consultant shall make his own accommodation and transport arrangements.
4. PROJECT TIMELINES
It is estimated that the Services will be performed within a period of thirty-six (36) calendar
months from award date.
