Evaluation Criteria

The evaluation of bids will be conducted in two stages as per Preferential Procurement Regulations, 2022 issued in terms of section 5 of the Preferential Procurement Policy Framework Act, Act number (PPPFA) as follows: Stage One will be the evaluation of bids on Administration Compliance and Functionality. During these stages of evaluation, the bidder/s that do not meet the prescribed criteria or minimum threshold/s for functionality will be disqualified and will not be considered for further evaluation. Stage Two of the evaluation will be based on Price and Specific Goal System, as per Regulation 6 of the PPR, 2022. i. Price = 80/90; and ii. Specific Goals = 10/20 4.1 Stage 1(a): Administrative Evaluation An administrative evaluation will be carried out on all the bids received and if the mandatory documentation mentioned below is not completed, submitted, signed and attached, such a bid will be eliminated from any further evaluation. of 23 GT/GDE/069/2025 SECTION 1 - ISSUE DATE: 26/11/2025 of 62 INVITATION OF SERVICE PROVIDERS TO SUBMIT PROPOSALS TO RENDER THE SERVICES OF SUPPLY AND DELIVERY OF CLEAN DRINKING WATER TO THE GAUTENG DEPARTMENT OF EDUCATION (GDE) INSTITUTIONS FOR A FIXED TERM PERIOD OF THIRTY-SIX (36) MONTHS. 4.1.1 Mandatory Returnable Documents: (eliminating criteria) a) Submission of a fully completed and duly signed bid on the original tender document (Bidding documents section 1) with all the pages included. Failure to fully complete the document will result in the bidder being disqualified. b) Submission of a completed and signed price schedule issued with the original bidding documents Section 2. Failure to fully complete the document will result in the bidder being disqualified. Note: An incomplete RFP pack will result in the disqualification of the bidder. Where information required is not applicable to the bidder, the bidder must indicate “Not Applicable or N/A”. The bidder must not leave blank spaces, as it will be regarded as “not fully completed” for evaluation purposes. 4.1.2 Other Required Documents: (Non-eliminating criteria): a) Valid SARS Tax Compliance Status (TCS) pin. b) Recent/Latest Proof of a Central Supplier Database (CSD) registration. c) Submission of a completed and signed Preference Points Claim Form in Terms of the Preferential Procurement Regulations 2022 (SBD 6.1) (Completed and signed Preference Points Claim Form in Terms of the Preferential Procurement Regulations 2022, NB: Failure on the part of a bidder to submit proof or documentation required in terms of this tender to claim points for specific goals with the tender, will be interpreted to mean that preference points for specific goals are not claimed. d) Valid Broad-Based Black Economic Empowerment (B-BBEE) certificate issued by SANAS accredited agency / or B-BBEE certificate issued by CIPC or a valid Sworn Affidavit signed by the deponent and attested by a Commissioner of Oaths e) In the case of a consortium or Joint Venture, proposals must contain: i. Partnership Agreements/Joint Venture Agreements signed by all party representatives, ii. Proposed revenue split and, iii. A valid SANAS-accredited consolidated BBBEE Certificate. f) A valid permit from the relevant local municipality to collect clean drinking water from the approved collection points. of 23 GT/GDE/069/2025 SECTION 1 - ISSUE DATE: 26/11/2025 of 62 INVITATION OF SERVICE PROVIDERS TO SUBMIT PROPOSALS TO RENDER THE SERVICES OF SUPPLY AND DELIVERY OF CLEAN DRINKING WATER TO THE GAUTENG DEPARTMENT OF EDUCATION (GDE) INSTITUTIONS FOR A FIXED TERM PERIOD OF THIRTY-SIX (36) MONTHS. NB: other required documents (Non eliminating) must be valid before the award can be finalized. 4.2 Stage 1(b): Functionality Evaluation A paper-based functionality evaluation will be carried out on all shortlisted bids. Bids that score below the minimum threshold of 70 points out of 100 in respect of functionality will be regarded as non-responsive and will therefore be disqualified. TABLE 3 NO CRITERIA WEIGHT CAPACITY TO DELIVER 40 1 1.1 Minimum of two (2) roadworthy water tankers (minimum of 8 to 10-ton truck fitted with 5 kilolitres to 12 kilolitres water tanks) with a valid roadworthy certificate for each truck. (40) a. Attach proof of water tanker ownership for each truck as per evaluation criterion on paragraph 1.1 above OR b. valid lease agreement signed by both parties, as per evaluation criterion on paragraph 1.1 above OR c. signed letter of intent to lease water tankers, as per evaluation criterion on paragraph 1.1 above. 1.1.1 Two or more water tankers (40 points) 1.1.2 Less than two water tankers (0 points) NB: Bidders who are leasing must ensure that the lease agreement or the letter of intent to lease states the capacity and the minimum number of water tankers to be leased. Lease documents must be signed and dated. Failure to submit the required documents will result in a bidder scoring zero points. (15 points) a. Valid SACPCMP professional registration certificate for the Professional Construction Project Manager with a corresponding copy of Identity Document. (15 points) b. No valid SACPCMP professional registration certificate for the Professional Construction Project Manager with a corresponding copy of Identity Document. (0 points) 2.2 Submit copies of valid South African Council for Project and Construction Management Profession (SACPCMP) registration certificate for a Construction Health and Safety Officer with a corresponding copy of Identity Document. (0 points) TOTAL 100 The minimum threshold for functionality 70 4.3 Stage 2: Price & Specific Goals The contract will be awarded in terms of the Preferential Procurement Policy Framework Act, 2000 (Act 5 0f 2000). Preferential Procurement Regulations of 2022. Responsive bids will be adjudicated in terms of the 90/10 or 80/20 preference point system. Points will be allocated as follows-: i. Technical Specifications

3.1 The appointed service provider will be required to: a. Supply and deliver clean portable drinking water from municipal approved collection points to various GDE Institutions in GDE districts as and when required. b. Provide a minimum of two (2) water tankers with valid roadworthy status to deliver clean drinking water as and when required and the size should be 8 to 10-ton truck fitted with 5 kilolitres to 12 kilolitres water tanker. c. Arrange with the principals or delegated officials of the GDE Institutions to gain access to the premises at the most appropriate times considering the safety of the children in order to render the required services. d. Have a permit from the relevant local municipality to collect clean drinking water from the approved collection point. e. Clean the water storage tanks at GDE institutions by chlorination once a month as prescribed by the World Health Organization (WHO) (refer to Annexure A attached). f. Ensure that the quality of clean potable drinking water complies with SANS 241 – 2: 2015 Edition 2. g. Provide a minimum of 10 metre lengths of 60mm – 100mm diameter flexible PVC pipe to be hooked at the rear end of a tank when discharging water. of 23 GT/GDE/069/2025 SECTION 1 - ISSUE DATE: 26/11/2025 of 62 INVITATION OF SERVICE PROVIDERS TO SUBMIT PROPOSALS TO RENDER THE SERVICES OF SUPPLY AND DELIVERY OF CLEAN DRINKING WATER TO THE GAUTENG DEPARTMENT OF EDUCATION (GDE) INSTITUTIONS FOR A FIXED TERM PERIOD OF THIRTY-SIX (36) MONTHS. h. Provide a Professional Construction Project Manager in possession of a valid professional registration certificate with the South African Council for Project and Construction Management Profession (SACPCMP) as a Professional Construction Project Manager. i. The Responsibilities of the Professional Construction Project Manager will be to coordinate all tasks related to the provision and delivery of drinking water which include but not limited to the following: i. Ensure that all GDE institution’s requests for delivery of clean drinking water are attended to on time. ii. Arrange with GDE institutions for access into the premises. iii. Ensure that water tankers and water storage tanks are cleaned on a monthly basis as prescribed by World Health Organization. iv. Ensure that tankers always collect clean drinking water from approved municipal collection points. v. Ensure that the service provider is in possession of a permit from the relevant local municipality permitting them to collect water from the approved collection points. vi. Ensure that tests for drinking water from the tankers are done monthly and that certificates of water analysis are submitted to GDE. j. Provide a Construction Health and Safety Officer in possession of a valid professional registration certificate with the South African Council for Project and Construction Management Profession (SACPCMP) as a Construction Health and Safety Officer. k. The roles and responsibilities of the Construction Health and Safety Officer shall include the following: i. Develop a health & safety plan and procedures to be followed during the delivery of clean drinking water. ii. Ensure compliance with Occupational Health and Safety by the service provider’s staff. iii. Conduct safety inspections and risk assessments to ensure that there are no issues that could lead to injuries during delivery of the service. of 23 GT/GDE/069/2025 SECTION 1 - ISSUE DATE: 26/11/2025 of 62 INVITATION OF SERVICE PROVIDERS TO SUBMIT PROPOSALS TO RENDER THE SERVICES OF SUPPLY AND DELIVERY OF CLEAN DRINKING WATER TO THE GAUTENG DEPARTMENT OF EDUCATION (GDE) INSTITUTIONS FOR A FIXED TERM PERIOD OF THIRTY-SIX (36) MONTHS. iv. Ensure that all equipment used during delivery of the service is safe. v. Ensure that all water tankers have valid Roadworthiness Certificates. vi. Ensure that drivers for tankers have valid driver’s licenses and PrDPs. l. The service provider must make provision for a minimum of two (2) water tanker drivers that are in possession of a valid heavy-vehicle driver’s licenses (Code C1) and Professional Driver Permit (PrDP’s) to achieve the required service level. The drivers’ licenses and PrDP’s must be valid. m. Have a minimum of two (2) successfully completed projects in the delivery of clean drinking water through water tankers. Provide reference letters/ testimonial letters/ project completion certificates in the delivery of clean drinking water through water tankers. Information submitted must include the following: i. Contract period ii. The nature of the completed project iii. Contact details iv. Reference letters/ testimonial letters/ project completion certificate must be signed and dated v. Reference letters/ testimonial letters must on client’s letterheads vi.
