Tender for Data Retrieval, Store and Validation of the Retrieved Data From the Linear Tape-open (lto) & Digital Linear Tape (dlt) Tapes, for a Period of 2 Years

1. Retrieval of data from Quantum DLTs and LTOs Tapes 2. The retrieval of data must be accompanied by associated metadata 3. Store the retrieved data from the tapes in the storage provided by SANSA 4. The data must be stored and organized according to data and sensor type associated with metadata. 5. Perform the testing and validation of the retrieved data 6. Repair corrupted data for the tapes. 7. There are 78 LTO tapes(1.6TB per tape) 8. There are 2195 Quantum DLT tape (SPOT & Landsat data) 9. The data inside the DLT tapes to be retrieved is from 1970s. 10. The data inside the LTO tapes to be retrieved is from 1980s. 11. The service provider should also provide project plans for the whole project from start to finish. 12. The service provider must provide a report on the retrieval which will include successes and failures. 13. The service provider must have the hardware that will be used to retrieve the information from the LTO & DLT tapes at their own premises. SCM-F-06 PART C3: EVALUATION CRITERIA SANSA promotes the concept of “best value” in the award of contracts, as opposed to merely looking for the cheapest price, which does not necessarily provide the best value. Best value incorporates the expertise, experience and technical proposal of the organisation and individuals who will be providing the service and the organisational capacity supporting the project team. SANSA is committed to achieving the government’s transformation objectives in terms of the Preferential Procurement Policy Framework Act. The value of this bid is estimated to not exceed R50 000 000.00 (all applicable taxes included) and therefore the 80/20 system shall be applicable. The procedure for the evaluation of responsive tenders is Price, functionality (quality) and Preference method. The evaluation of the bids will be conducted in the following two stages: • Firstly, the assessment of quality will be done in terms of the evaluation criteria (Table 1) and the minimum threshold of 85 points explained below. A bid will be disqualified if it fails to meet the minimum threshold for functionality as per the bid invitation • Thereafter, only the qualifying bids are evaluated in terms of the 80/20 preference points systems, where the 80 points will be used for price only and the 20 points will be awarded to a bidder for attaining the specific goals in accordance with the Table below. Preference Specific goals for this tender and number of points are indicated as per the table 1 below. Proof of the specific goals below must be attached and submitted with the bid document in order to qualify for the preference points (specific goals). Note to tenderers: The tenderer must indicate how they claim points for each preference point system. Respondents must score 85 points and over to be assessed on their financial offer and preference score. Description: SANSA will provide the service providers with 3 tapes for demonstration purposes, where they will retrieve data. SANSA will set up a secure FTP and provide the service providers with the link where they will provide the retrieved data. The service provider should also show capability of repair on corrupted data/tapes. The retrieved data must contain the following: • File structure and format • Sensor geometry • Calibration data • Geo-location and orbit information • Acquisition time and date • Platform and sensor information NB. Hundred percent data retrieval per tape will be considered as a success. Score Criteria Non- The service provider could not retrieve data from any of the Responsive provided tapes (score 0) Poor The service provider could only successfully retrieve data from one (01) of the provided tapes. (score 20) Average The service provider could only successfully retrieve data from two (02) of the provided tapes. (score 40) Good The service provider has successfully retrieved data from all the provided tapes. (score 70) Excellent The service provider has successfully retrieved data from all the provided tapes, and they have showed the capability to repair (score 80) faulty tapes for a successful retrieval.
