Understanding Your B-BBEE Score
The B-BBEE (Broad-Based Black Economic Empowerment) framework uses a scorecard to measure a company's contribution to economic transformation. Your total points determine yourStatus Level, which dictates your Procurement Recognition Level.
Why It Matters
Tenders use the 80/20 or 90/10 preference point system. Your B-BBEE level determines how many of the 20 (or 10) preference points you earn. A Level 1 contributor earns full points!
Scorecard Elements
The Generic Scorecard consists of 5 elements totalling approx 118 points (including bonuses). You need 40 points minimum to be compliant.
The 5 Elements Explained
- Ownership (25 points): Measures the percentage of economic interest and voting rights held by black people in your business. This is a priority element (you must achieve 40% of the net value target).
- Management Control (19 points): Measures black participation at board and executive management levels.
- Skills Development (20 points + 5 bonus): Expenditure on training black employees and learnerships. This is a priority element.
- Enterprise & Supplier Development (40 points + 4 bonus): Procurement from B-BBEE compliant suppliers and assisting black-owned small businesses. This is a priority element.
- Socio-Economic Development (5 points): Contributions to beneficiaries (e.g., grants, donations) that facilitate sustainable access to the economy.
Size Matters
This calculator is for the Generic Scorecard (Annual Turnover > R50 Million).
Turnover < R10 Million?
You are an Exempted Micro Enterprise (EME). You automatically qualify as Level 4 (or Level 2/1 if >51% black owned).
Turnover R10M - R50M?
You are a Qualifying Small Enterprise (QSE). You use a slightly simplified scorecard.
Official Channels
EMEs (Turnover < R10M): You only need a Sworn Affidavit.Download from CIPC.
QSEs (Turnover R10M-R50M): Sworn Affidavit (if >51% black owned) or SANAS Certificate.
Generics (Turnover > R50M): Must obtain a certificate from a SANAS-accredited verification agency.
Joint Ventures (JV)
Applying as a Consortium or JV? You must submit a Consolidated B-BBEE Certificate.
The JV's score is calculated by combining the scores of each partner, weighted by their share in the JV. This requires a separate verification process based on the specific JV agreement.
