Can a joint venture combine CIDB grades?

Yes. Under CIDB rules a JV can combine partner capability to qualify for a higher grade in specific combinations (for example two partners of the same grade). The finder simulates the combined grade for each candidate.

How does a JV affect my B-BBEE level?

An unincorporated JV is measured as a single entity using a consolidated B-BBEE scorecard. Partnering with a strong black-owned EME or QSE can lift your consolidated contributor level, which the finder calculates per candidate.

What is the 30% subcontracting rule?

Under the Preferential Procurement Regulations 2022, contracts above R30m may require at least 30% subcontracting to EMEs or QSEs owned by designated groups. A qualifying partner can satisfy this requirement.
