• Bids must be delivered to the address specified in the RFP by 12:00 PM on 16 February 2026; late submissions will be rejected.
• Use the official CSOS bid forms provided – do not re‑type the content.
• All required returnable documents (CSD registration, tax PIN, B‑BBEE certificate, proof of ownership, occupancy letter, branding consent, etc.) must be attached; missing items may lead to disqualification.
• Sign the written contract form (SBD7) and provide proof of authority (e.g., company resolution).

• Failure to comply with any of the above (including tax compliance, CSD registration, or submission of mandatory certificates) may render the bid invalid.

• Evaluation uses an 80/20 preference point system (80 points for price, 20 for specific B‑BBEE goals).
• Stage 1 checks compliance with mandatory documents; non‑compliant bids are excluded before site inspection.
• Committee may request written/oral presentations or additional information.
• Scoring factors include: compliance with RFP, demonstrated ability to provide the office space, qualifications/experience of staff, and reference checks.
• Site inspection follows initial compliance check; only bidders meeting all mandatory requirements proceed.
• Specific goals for B‑BBEE ownership (EME/QSE, black women, youth, disability, rural, etc.) are awarded points as listed in the RFP.

Scope: Lease a commercial office space in George (city centre or within 8 km of City Hall) for 2 years.

Size: 100–120 m² (larger allowed at no extra cost).

Location: Secure office park, street‑level front office, accessible by public transport.

Accessibility: Disability ramp, accessible toilets (male, female, disabled), lift if multi‑storey, designated disabled parking.

Facilities: Minimum one female toilet, one male toilet with urinal, one disabled toilet; kitchen with fridge, microwave, sink, adequate plug points; air‑conditioning, climate‑controlled; backup generator and water storage (or intent to install within 1 month).

Compliance: Must hold OHS certificate, Electricity COC, Fire certificate, and be compliant with SANS 10400 and National Building Regulations.

Security: Perimeter access control, burglar‑proofing, security personnel, alarm system, well‑lit parking.

Parking: 2 covered staff bays, 2 open visitor bays, 1 disabled bay (option to adjust).

Insurance: Landlord provides structural insurance; bidder must provide R10 million public‑liability insurance within 15 days of award.

Other: Building must have emergency assembly area, evacuation plans displayed, smoke/fire detection (install within 1 month if absent).

Pricing must be in ZAR and fixed for the contract term.

Provide a detailed pricing schedule covering Year 1 and Year 2, including:

• Up‑front deposit (if any)
• Admin fee (once‑off)
• Monthly rental rate per m² (both base rate and total amount)
• Monthly operating costs
• Monthly open‑parking and covered‑parking fees
• Any other charges (specify)

Subtotal, VAT @15 % (if applicable), and total monthly cost must be shown.

Escalations for Year 2 should be factored in.

Submit proof of public‑liability insurance (minimum R10 million) within 15 days of appointment.

Bid must be valid for 90 days after the closing date.

• Register on the National Treasury Central Supplier Database (CSD) and remain registered for the contract duration.
• Provide a valid SARS tax compliance PIN or TCS certificate.
• Submit a valid B‑BBEE certificate (or sworn affidavit) issued by an accredited SANAS verifier.
• Provide proof of registration with the Companies and Intellectual Property Commission (CIPC).
• Meet all statutory building requirements: Certificate of Occupancy, OHS Act compliance, relevant SANS standards (10400, fire, electrical), municipal by‑laws, and local fire regulations.
• Ensure evacuation plans are displayed and smoke/fire detection systems are installed (or intent to install within 1 month).
• All mandatory documents must be attached; failure results in disqualification.
