(3) Technical Disqualifying Factors: Compliance with minimum specifications for all listed products/services. (4) Technical Scoring: Minimum 75% (18.75/25) required. Points awarded for references (max 20), Kemp Load Balancer experience (max 5). (5) Adjudication: 80/20 PPPFA scoring applies (bid value ≤ R50M). Procure Kemp Virtual LoadMaster (VLM-MAX-SUB-1Y) annual subscriptions (2 units) with uncapped throughput, SSL TPS, 24x7 support, Edge Security Pack (ESP), and daily WAF reputation updates. Managed support services required: (1) Installation/configuration/customization for 1 pair of devices (12 months), (2) Quality Assurance on configurations for 4 additional pairs at National Office and Disaster Recovery site (3 months). All costs (licenses, delivery, support, installation, QA, Cloud GSLB) must be included. No additional costs will be accepted post-submission. Discrepancies between online and Appendix B prices will default to the online price for adjudication.
