Evaluation method: 80/20 preference point system (applies as bid value ≤ R1,000,000).

Scoring breakdown:

• Price: 80 points (lowest acceptable bid = 80 points; others scored proportionally).
• B-BBEE status level: 18 points (Level 1 = 18, Level 2 = 14, ..., Non-compliant = 0).
• Specific goals: 2 points (awarded for >50% Black ownership).

Minimum thresholds:

• Must pass SIU Internal Integrity Unit screening and/or State Security Agency vetting (failure = disqualification regardless of score).
• Must meet all mandatory/eligibility requirements (CSD tax compliance, administrative documents, etc.).

Stages:

1. Administrative compliance check (pass/fail).
2. Responsiveness check (scope, deliverables, forms).
3. Price and preference points evaluation (80/20 system).
4. Integrity/vetting clearance.

Scope:

• Provide editing and project management training services for SIU Pretoria office (74 Watermeyer Street, Meyers Park).
• Delegates: 4 for Writing for the Media and Editing training; 2 for Project Management training.

Deliverables:

• Issue Statements of Results (SoR) to learners on successful completion.
• Provide certificates reflecting SAQA unit standard ID, NQF level, and credit value (or equivalent).
• Conduct in-person training sessions.
• Supply suitable training venue (if physical sessions required).
• Provide all learning materials: learner guides, workbooks, PoE templates.
• Distribute electronic and/or printed learning resources to learners.

Requirements:

• Assigned trainer must be certified as competent against relevant SAQA unit standards (or equivalent).
• Supplier must have capacity to deliver full programme on agreed dates.
• Training must align with the specified scope and terms of reference.

Contract details:

• Type: Once-off delivery.
• Award subject to passing SIU Internal Integrity Unit screening and/or State Security Agency vetting.

Pricing:

• Quote must include full cost breakdown for all deliverables (VAT inclusive).
• Separate quotes for: Writing for Media and Editing training (4 delegates); Project Management training (2 delegates).
• Prices must be in ZAR and firm for the bid period.
• No amendments allowed after closing date/time.

Payment terms:

• No pre-payments.
• Payment within 30 days of receipt of valid invoice for each deliverable.
• Invoices must align with quoted prices and deliverables achieved.

Compliance:

• CSD tax compliance status must be verified via CSD summary report.
• SARS PIN/TCS certificate must be submitted (or CSD number if TCS unavailable).
• SIU may use its own calculated total for evaluation if discrepancies are found.
• No performance bonds or guarantees specified.

Mandatory registrations and certifications:

• National Treasury Central Supplier Database (CSD) registration with compliant tax status (CSD summary report required).
• SARS PIN (or Tax Compliance Status certificate/pin).
• CIPC company registration certificate.
• Valid B-BBEE certificate or sworn affidavit (for EME/QSE) to claim preference points.

Exclusions:

• No bids accepted from: state employees, companies with state-employed directors/members, or entities listed on the Register of Tender Defaulters or Restricted Suppliers.
• No foreign suppliers unless they have a branch/permanent establishment in South Africa (additional questionnaire required).

Documentation:

• Completed and signed RFQ document, including SBD 4 and SBD 6.1 forms.
• All administrative compliance documents must be current and valid.
• Missing or invalid documents = automatic disqualification.

Additional:

• Must confirm no conflict of interest with SIU or other bidders (via SBD 4).
