Postbank soc seeks to appoint a panel of service providers for a 3-year term to identify, source, and place candidates with scarce and critical skills. Scope: Appointment to a 3-year panel for scarce and critical skills search & placement. Deliverables: Conduct market research to identify scarce/critical skills; develop targeted recruitment strategies; source, screen, and shortlist candidates; manage interview logistics and candidate assessments; provide advisory on talent retention/workforce planning; ensure compliance with labour laws; verify candidate credentials (vetting); conduct reference checks; prepare end-to-end recruitment reports with verified documentation; proactively market Postbank to talent. Postbank reserves the right to define scarce/critical skills and allocate assignments based on executive decisions and budget. Panel members must meet Postbankβs talent acquisition requirements, timelines, and capacity on a rotational basis.
Pricing must be submitted via the provided schedule with a full cost breakdown per line item on official company letterhead. Include sliding scales for bulk placements (1 role, 5β10 roles, 11+ roles). All prices must be VAT-inclusive (if VAT-registered) and quoted in ZAR. No price changes allowed after PO/award letter issuance. Service provider warrants pricing accuracy and ability to deliver at quoted rates. Payment terms: No upfront payment from Postbank.
Tax Compliance: Submit SARS TCS PIN (apply via e-filing at www.sars.gov.za) or CSD number if no TCS PIN is available. Consortia/joint ventures/subcontractors must each submit separate TCS/CSD documentation. B-BBEE: Must demonstrate commitment to B-BBEE in ownership, skills transfer, employment equity, and procurement (SMME development). Preferential Procurement Policy Framework Act (PPPFA) and 2022 Regulations apply. Additional: Bidders must not be in the service of the state or have directors/members in state service. Foreign suppliers must complete the foreign supplier questionnaire if applicable. SBD4 (Bidderβs Disclosure) and SBD6.1 (Preference Points Claim Form) must be submitted.
