General: Must be a registered legal entity (registration number required in tender submission). Proven experience in designing and developing AHU/FCU systems for large-scale infrastructure (preferably airports). Compliance with South African engineering and professional standards (e.g., Engineering Profession Act). Financial stability to undertake a 36-month project (may require submission of financial statements). No history of corruption, fraud, or unethical practices (Z25.3). Technical: Demonstrated capability to deliver all 6 stages of the FIDPM framework. Familiarity with NEC3 PSC contracts and ACSAβs operational requirements. Ability to comply with ACSAβs OHS, EMS, and airside safety specifications. Access to qualified personnel (e.g., engineers, designers) and subconsultants (if applicable). Legal: Willingness to sign ACSAβs standard contract terms, including confidentiality and IP clauses. Ability to provide required insurances and performance bonds. No conflicts of interest with ACSA or other stakeholders.
Scope: Design and development of Stages 1β6 for Air Handling Units (AHU) and Fan Coil Units (FCU) at Cape Town International Airport over 36 months. Deliverables per stage: Stage 1 - Project Plan and Schedules; Stage 2 - Preliminary Design and Concept Report; Stage 3 - Detailed Specification Design Development Report; Stage 4 - Estimate of construction costs and Tender documentation; Stage 5 - Managed administration and monitoring of construction works; Stage 6 - As-built drawings, O&M manuals, CoCβs, Test Certificates; Stage 7 - Project Close-out Reports. Must comply with ACSA Special Requirements at an Operational Airport, Occupational Health and Safety Specifications, and Environmental Management System (EMS 048 and EMS 050). Risk Register must include: Availability of As-Built information, Access to Site, Statutory approvals and ACSA approvals, Site Constraints and Constructability, Notification of Claims, Financial and Procurement.
Pricing: Percentage-based contract tied to construction value (formula: Price = (10 x C^-0.1) x f x AP x C / 100). Estimated construction value: R28,768,347 (excl. VAT). Fee structure: Stage 1 (Initiation) - 5%; Stage 2 (Concept) - 15%; Stage 3 (Design Development) - 30%; Stage 4 (Documentation) - 15%; Stage 5 (Contract Admin) - 25%; Stage 6 (Close-out) - 10%. Provisional amounts: R185,800. Payment terms: Invoices assessed monthly (12h00 on the 25th of each month), payment within 3 weeks of receipt of tax invoice. Currency: ZAR. Interest rate: Nedbank prime lending rate. Performance bond required (unconditional, on-demand, valid until end of contract period). Disbursements: Only project-related costs listed in the Disbursement Schedule are recoverable; no mark-up allowed. Costs like telephone calls, cellular calls, computer costs, and emails are deemed inclusive in professional fees. Delay damages: 2.5% per week to a maximum of 10% of Total of the Prices at completion date.
Mandatory compliance: Registration with relevant professional councils (SACPCMP for Project Managers, ECSA for Engineers). Must adhere to Engineering Profession Act (Act No. 46/2000) and Government Gazette guidelines for fee structures (dated 04 December 2014). B-BBEE compliance required. CIDB registration may be required for construction-related services. Proof of insurance: Professional Indemnity (limit not less than twice the contract value, valid for 4 years), Public Liability (limit not less than R25,000, valid for 4 years), and Compensation for Occupational Injuries and Diseases Act compliance (3 years). Anti-corruption: Compliance with Prevention and Combating of Corrupt Activities Act; any breach may result in termination. Confidentiality: All project information must be treated as confidential unless prior written consent is obtained. Intellectual Property rights vest exclusively in the Employer for all images, designs, and documents produced under the contract.
Closing date: 22 June 2026 at 14:00. Key project milestones: Project initiation and strategic brief due 2 months after purchase order; Concept design stage due 3 months after submission of project initiation; Detailed design stage due 3 months after approval of concept designs; Documentation and Procurement due 3 months after approval of detailed designs; Contract Administration and Inspection due 20 months after contractor appointment; Handover due 2 months after final completion; Project Close-out due 3 months after handover to end user. Consultant must submit first programme for acceptance within 2 weeks of contract date and revised programmes every 4 weeks thereafter.
