• Pay non‑refundable tender fee of R200 (only for hard‑copy copies).
• Submit the completed Form of Offer, all returnable schedules and supporting documents in a sealed envelope clearly marked “TENDER NO. 146S/2025/26 – PROVISION OF COMMUNITY DEVELOPMENT INITIATIVES …”.
• Address the envelope to the Tender Box No. 202 at the Tender & Quotation Boxes Office, 2nd Floor (Concourse Level), Civic Centre, 12 Hertzog Boulevard, Cape Town.
• Envelope must be placed in the official tender box before 10:00 am on 13 March 2026. If the box is full or the tender is too large, ask the public counter for alternative instructions – responsibility remains with the tenderer.
• Optional site‑visit/clarification meeting on 19 February 2026, 12:00–14:00 via Microsoft Teams (link and passcode provided). Attendance is not compulsory but strongly recommended.

• Evaluation is based on a functionality score out of 100 for each initiative. Minimum score to be considered responsive: 60/100.
• Scoring categories: Track Record & Experience (up to 30 points), Human Resources – Facilitator expertise (up to 40 points), Technology – course outlines, materials and evaluation tools (up to 30 points).
• Total points per initiative = 100.
• The tenderer with the highest total adjudication points for an initiative is awarded the “winner” position; a second‑ranked tenderer may be appointed as “alternative”.
• Up to 16 winners and 16 alternatives may be appointed (one per listed initiative).
• If insufficient responsive bids are received, fewer winners/alternatives may be appointed.

Scope: Delivery of community development, arts and culture initiatives across 16 specified programmes (e.g., Project Management, Office Administration, New Venture Creation, Community Development NC, Early Childhood Development, substance‑abuse programmes, LGBTQIA+ awareness, GBV awareness, Barista, Carpentry, Landscaping, Jewellery Making, Computer Training, MS Word, MS Excel).

• Each initiative requires the service provider to be accredited by the relevant QCTO/SETAs (e.g., Services SETA, ETDP‑SETAs).
• Accreditation must be valid on the date of submission and renewed before expiry during the 36‑month contract period.
• Deliverables include course outlines, daily programme, learning materials, evaluation tools and qualified facilitators with the experience levels outlined in the scoring tables.
• Contract period: 36 months from commencement.

• Tender fee: R200 (non‑refundable, payable only for hard‑copy copies).
• Performance security, advance payment guarantee and other bonds are required via the pro‑forma annexures (Annexure C – Performance Security, Annexure D – Advance Payment Guarantee).
• Pricing must be submitted on the Price Schedule (Annexure F‑4).
