• Three‑stage evaluation:

2. Functional/technical assessment – experience in general cleaning (60 %), key account personnel experience (20 %), site supervisor experience (20 %). Minimum 70 points required to proceed.

3. Price and preference – price (80 % of score) and preference points (20 %) for B‑B‑BEE/HDI compliance as per SBD 6.1.

• Failure to meet any mandatory document or to score at least one point in any functional criterion leads to disqualification.
• UUW may request additional evidence for preference points and reserves the right to negotiate price or reject the lowest offer.

• Scope: Provide cleaning services for the uMngeni‑uThukela Water Mkondeni Regional Office and South Central Workshops for a period of five (5) years.
• Deliverables include routine office cleaning, workshop cleaning, and any related janitorial services as defined in the Terms of Reference (Section 26).
• Service levels to be measured monthly; payment certificates to be submitted by the 25th of each month.
