Required documents: Completed SBD1 (Invitation to Bid), SBD4 (Declaration of Interest), SBD6.1 (Preference Claim Certificate with B-BBEE certificate/affidavit), and pricing schedule. Proof of CSD registration is mandatory. No alternative offers accepted. Successful bidder must sign SBD7 (Contract Form). Bids must be delivered by 18 May 2026, 16:00 PM. Evaluation uses the 80/20 preference point system. Price accounts for 80 points, and specific goals (B-BBEE and local content) account for 20 points. Points for price are calculated using the formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the tender price and Pmin is the lowest acceptable tender price. For B-BBEE: 90-100% = 10 points, 70-89% = 8 points, 51-69% = 6 points, 0-50% = 0 points. For local content (Thabo Mofutsanyane Municipality): 10 points for proof of business address (municipal rates bill, lease agreement, or landlord consent). Failure to submit required proof for specific goals will result in 0 points for that category.

Scope: Cleaning of kitchen canopy, duct cleaning, and servicing at Golden Gate Highlands National Park (R712, between Clarens & Qwaqwa, Free State). Deliverables: 2x extraction canopy cleaning, 25x canopy filter cleaning, 2x duct cleaning, 2x fan check and clean, 2x weather cowl cleaning, 2x kitchen canopy servicing, seal leaks, and issue compliance certificate upon completion. Do not use rates when quoting. Refer to Annexure A for pictures. Service must commence immediately after PO issuance.

Submit pricing schedule in Rand (R) for each item, excluding VAT. Include delivery cost to Golden Gate Highlands National Park. VAT (15%) applies to VAT-registered vendors. Payment terms: Within 30 days of invoice receipt, per PFMA. No alternative pricing or rates accepted. Total price must cover all obligations.

Mandatory: CSD registration (submit proof). Tax compliance: Submit SARS TCS PIN or CSD number. For consortia/joint ventures, each party must submit separate TCS PIN/CSD number. B-BBEE: Submit original/certified B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. Foreign suppliers: Must confirm RSA residency, branch, permanent establishment, income source, or tax liability. If none apply, no SARS TCS PIN required. Disqualification: Bidders in service of the state, or with directors/members in state service, are ineligible. SBD1, SBD4, and pricing schedule are mandatory (non-submission results in disqualification). SBD6.1 is required for preference points but not mandatory for submission.
