Submit quotations in a sealed envelope to: Department of Agriculture, 600 Lillian Ngoyi, Berea Park, Pretoria. Deposit in the quotation box at reception. Late submissions will not be accepted. Required documents: 1) Completed quotation form (detailed as per attached specification), 2) Completed SBD forms, 3) Tax Clearance Certificate (TCC) or latest full CSD report, 4) Copy of ID, 5) B-BBEE certificate, 6) CK1 (company registration documents). Validity period: 60 days. Failure to comply with any requirement will disqualify the quotation.

80/20 preference point system applies: 80 points for price (lowest acceptable tender scores highest), 20 points for specific goals (e.g., B-BBEE, HDI participation). Formula for price scoring: Ps = 80(1 - (Pt - Pmin)/Pmin), where Ps = points scored, Pt = tender price, Pmin = lowest acceptable tender price. Sub-contracting over 25% to non-HDI or lower B-BBEE status entities may disqualify preference points. Consortiums/joint ventures may claim points proportionally based on contract value managed by members.

Supply and deliver Portland cement as per the attached specification. Goods must conform to standards mentioned in the bidding documents. Packing must prevent damage or deterioration during transit. Delivery must comply with contract terms, including shipping documents as specified. Inspections/tests may be conducted during production or on completion at the supplier's premises. Non-compliant supplies may be rejected at the supplier's cost and risk.

Pricing must be fixed for the validity period (60 days). Payment terms: Invoices must be submitted with a copy of the delivery note; payment will be made within 30 days of invoice submission. Prices must not vary from quoted prices unless authorized. Performance security (e.g., bank guarantee or cashier’s cheque) may be required within 30 days of contract award, as specified in Special Conditions of Contract (SCC).

Mandatory documents: Tax Clearance Certificate (TCC) or latest full CSD report (CSD number must be provided), B-BBEE certificate (or sworn affidavit for EMEs/QSEs), CK1 (company registration), ID copy. Must be registered on the Central Supplier Database (CSD). Foreign suppliers must complete the foreign supplier questionnaire and provide proof if applicable. Preference points for B-BBEE and HDI goals require valid certification. Non-compliance with any requirement may lead to disqualification.
