Submit bids in a sealed envelope, clearly marked with the tender number and description, to the Tender Box at Nongoma Local Municipality’s main offices (Lot 103, Main Street, Nongoma, 3950) by 12h00 on 14 May 2026. Late, faxed, or emailed submissions will not be accepted. Use official forms provided; do not retype or redraft. Photocopies are permitted but must include original signatures. No two-envelope system applies. Bid validity period: 90 days from closing date. Evaluation follows a two-stage process under Method 4 (80/20 PPPFA 2022 regulations). Stage 1: Functionality (minimum 70% required to proceed). Scoring breakdown: Proof of Experience (40 points max: completion certificates + appointment letters for roads/causeways/sports fields/bridges, with higher points for higher-value projects); Key Personnel CVs (20 points max: site foreman and grader operator, with points for years of experience and qualifications); Proof of Plant Ownership (40 points max: excavator, 2x tipper trucks, grader, roller, water tanker/cart; full points for ownership, half for leased with proof). Stage 2: Financial offer scored using the 80/20 preference system. Preference points (20 max) for: HDI/Black Ownership (5 points for 100% Black-owned, 2.5 for ≥51%); RDP goals (15 points for enterprise located in Nongoma Municipality). Disqualifying factors: unfinished projects within 3 months or failure to submit returnable documents.

Scope: Plant hire for infrastructure roads maintenance (Maphophoma to Mchenene in Ward 12). CIDB grading requirement: 2CE or higher. Required plant: excavator, 2x tipper trucks, grader, roller, water tanker/cart. Supervisory staff must meet labour-intensive competencies for roads projects. Joint ventures permitted if all members are CIDB-registered, lead partner has CE grading, and combined grading meets 2CE or higher. Contract governed by GCC 2015. Successful bidder must sign MBD7 contract form.

Pricing must include all duties, taxes (except VAT), and levies applicable 14 days before closing. VAT (15%) must be shown separately. Prices must be fixed for the contract duration. Bid must include a priced Bill of Quantities. Alternative bids permitted only if main bid is submitted and alternatives are fully documented (drawings, calculations, priced BoQ). Performance guarantee required (form of intent from bank/insurance). Payment terms: VAT invoices issued after agreed measurements/valuations and certificate of payment.

Mandatory: Valid Tax Clearance Compliance Status PIN or CSD registration number. Company/CC/Trust/Partnership registration certificates. Certified copies of ID for all directors/members/shareholders. VAT registration certificate (if applicable). Workmen’s Compensation Registration Certificate or proof of payment. CIDB registration (2CE or higher). Joint ventures: Joint Venture Agreement + Power of Attorney. Foreign suppliers: Complete pre-award questionnaire (Part B:3). No bids accepted from persons in the service of the state. Bidders must not be listed on the Register of Bid Defaulters or have abused SCM systems. Must be in good standing with municipal rates/taxes and service charges.
