Submit bids in a sealed envelope, clearly marked with tender number (9/1 – T26/2025/26) and description ('Plant Hire for Infrastructure Roads Maintenance (Ntabeniyecala to Lindizwe) Services'). Deposit into the Tender Box at the reception of Nongoma Local Municipality’s main offices (Lot 103, Main Street, Nongoma, 3950) on or before 12h00 PM, 14 May 2026. Late, faxed, or emailed tenders will not be accepted. Use official forms provided (do not re-type). Bid documents can be downloaded freely from www.etenders.gov.za from 09 May 2026. No tender briefing will be held; site visits are available on request. Return all returnable documents fully completed and signed. Photocopies of original bid documentation may be used, but original signatures are required. A two-envelope system is not followed. Bids must be valid for 90 days from closing date. Disqualification risks: failure to submit returnable documents, arithmetic errors exceeding ±10% in the bill of quantities, or incomplete submissions.

Evaluation follows a two-stage process: Stage 1 (Functionality) and Stage 2 (Financial Offer and Preferences). Mandatory requirements: CIDB Category 2CE or higher registration; tax compliance (TCS PIN or CSD number); legal capacity to enter into a contract; no history of corrupt/fraudulent practices or insolvency; compliance with Nongoma Local Municipality’s Supply Chain Policy; minimum 70% functionality score in Stage 1. Functionality scoring (100 points total): Proof of Experience (40 points): Submit signed completion certificates and appointment letters for roads/causeway/sports fields/bridges (max 4 letters, not older than 5 years). Points: 10 each for projects ≥R1M, 6 each for R500K–R999K. Key Personnel CVs (20 points): Site Foreman (10 points): 10 points for ≥5 years in Civil Engineering, 5 points for 3–4 years, 1 point for 1–2 years. Machine/Plant Operator (Grader) (10 points): 10 points for ≥10 years with licence, 5 points for 5–9 years. Proof of Plant Ownership (40 points): Excavator (10), 2 x Tipper Trucks (5 each), Grader (10), Roller (10), Water Tanker/Cart (5). Leased plant receives half points; attach lease intent letter and logbook copies. Disqualifying factors: failure to submit any returnable documents; unfinished projects within the 3-month contract period; arithmetic errors >±10% in bill of quantities. Stage 2: Financial offers scored using the 80/20 PPPFA preference system. Preference points (20 points max): HDI/Black Ownership: 5 points for 100% Black-owned, 2.5 points for ≥51% Black-owned. Enterprise Location: 15 points if based in Nongoma Municipality (proof of operating address required). No points for other locations.

Scope: Plant hire for infrastructure roads maintenance (Ntabeniyecala to Lindizwe) services. CIDB Category: 2CE or higher required. Deliverables: Provision of plant equipment (e.g., excavator, 2 x tipper trucks, grader, roller, water tanker/cart) for road maintenance works. Standards: Compliance with Nongoma Local Municipality’s scope of work, General Conditions of Contract (GCC 2015), and SANS 294 – Construction Procurement Processes. Capacity Requirements: Bidder must demonstrate ownership or lease agreements for required plant (proof of ownership: logbook/proof of purchase; leased plant: signed lease intent letter + logbook copies). Supervisory staff must meet labour-intensive competencies for supervisory and management roles (CVs and certified qualifications required). Joint ventures permitted if: all members are CIDB-registered; lead partner has CE grading; combined grading meets 2CE or higher. Alternative bids allowed if main bid is submitted; must include supporting documents (drawings, calculations, priced alternative Bill of Quantities).

Pricing: Submit rates and prices in Rand, fixed for contract duration. VAT (15%) must be shown separately. VAT invoices issued only after measurements/valuations are agreed and payment certificate issued. Payment to non-VAT vendors processed from the month liability with SARS is effective. Bonds/Guarantees: Form of intent by a bank/insurance company to provide a performance guarantee required. Payment Terms: Based on certificate of payment issued by Employer’s Agent. Alternative bids permitted if main bid is submitted; must include supporting documents (drawings, calculations, priced alternative Bill of Quantities). Bid validity: 90 days from closing date. Costs: Bidder bears all costs for bid preparation, submission, and any required testing.

CIDB Registration: Mandatory CIDB Category 2CE or higher. Tax Compliance: Valid Tax Clearance Compliance Status PIN (SARS) or CSD number required. Each party in consortia/joint ventures must submit separate TCS/PIN/CSD. Foreign suppliers must complete pre-award questionnaire (Part B:3) unless exempt. B-BBEE: Submit B-BBEE status level and verification certificate or sworn affidavit. CSD Registration: Central Supplier Database registration number required. Workmen’s Compensation: Registration certificate or proof of payment under Compensation for Occupational Injuries and Diseases Act required. Company Registration: Company/CC/Trust/Partnership registration certificates required. Certified copies of ID documents for all directors/members/shareholders required. Joint Ventures: Notarized joint venture agreement and power of attorney required. Declaration of Interest: Fully completed MBD4 (Returnable) form required. No bids accepted from persons in the service of the state (as defined in Regulation 1 of the Local Government: Municipal Supply Chain Management Regulations). Additional: Bidder must not be in arrears for >3 months with municipal rates/taxes/service charges; not listed on Register of Bid Defaulters; no abuse of SCM system; no prior contract performance failures.
