1. Administrative compliance – verification that all compulsory documents (Sections A‑O, annexes, CSD registration, TCS/CSD numbers, etc.) are submitted correctly. Non‑compliance leads to automatic rejection.
2. Functionality – bids are scored on how well the proposed training meets the TOR; a minimum qualifying score of 60% is required to proceed.
3. Preferential points – 80/20 preference point system applies (80 points for price, 20 points for specific goals such as HDI African ownership and KZN‑based location). Proof of specific goals must be attached to claim points.
4. Price negotiation – the department may negotiate price with the recommended bidder after the above stages.
Only firm prices (no exchange‑rate variations) are accepted.
