• Submit sealed bids in a single envelope clearly marked with the bid number (GKM 38-25/26) and closing date. Place the envelope in the bid box at the Reception Area, 75 Hope Street, Kokstad no later than 20 February 2026 at 12:00. Late submissions are not accepted.
• Bids must be delivered physically; telegraphic, emailed, faxed or post submissions after the deadline will be rejected.
• Use only the official Municipal Bid Documents (MBD 1, 2, 3.1‑3.3, 4, 6.1, 8, 9). Do not re‑type or alter the forms; all fields must be completed in black ink, signed and dated.
• Mandatory returnable documents: completed MBD forms, CSD report (≤ 3 months old) or CSD number, tax compliance proof (SARS PIN/TCS certificate or CSD print‑out), proof that the company and its directors do not owe municipal rates/taxes (> 90 days), signed Preference Points Claim Form (MBD 6.1), Declaration of Interest (MBD 4), Declaration of Past SCM Practices (MBD 8) and Independent Bid Determination (MBD 9).
• Joint‑venture bids must include a signed JV agreement, separate MBD 4, 8, 9 for each partner (or combined with all directors listed), CSD numbers and tax compliance for each partner, and CIDB grading that meets the project requirement.
• Failure to provide any mandatory document or to sign/initial alterations will result in a non‑responsive bid and possible disqualification.

• Stage 1 – Functionality (minimum 30 points required to proceed to Stage 2). Points are awarded for:

– Company experience (50 points max)

– Project implementation plan (10 points max)

• Stage 2 – 80/20 preferential point system:

– Price: 80 points (price must be firm, inclusive of VAT and valid for 120 days)

– Specific goals (20 points) – ownership and RDP objectives. Documentation required for verification (CSD report, medical certificates, disability grant letters, etc.).

• Preference points are claimed on MBD 6.1 by writing the number of points; ticking boxes is not sufficient.
• Bids are evaluated by a panel on functionality and then on price/specific‑goal points. Minimum functional score of 30 points is mandatory before price is considered.

• Supply and deliver 100 collapsible pop‑up carts (2 m × 2 m × 4.5 m, galvanized steel frame, PVC‑coated fabric, lockable, with wheels) and 50 steel waste bins (60 L capacity, galvanized, powder‑coated, with drainage).
• All items must meet relevant SABS/SANS standards and be accompanied by certificates.
• Delivery and off‑loading must be completed within 90 days of appointment.
• Provider must sign a Service Level Agreement (SLA) with the municipality.
• Progress reports required throughout the contract.
• Up to three sample cart designs may be required for municipal approval before full production.
• Branding (EDTEA & GKM logos) to be applied to carts as specified.

• Prices must be firm, inclusive of VAT and valid for at least 120 days.
• Total bid price must be entered on MBD 1 and carried forward to all pricing schedules.
• No bid bonds or guarantees are mentioned; compliance with mandatory MBD forms is the only financial condition.
• Preference points (20 points) are awarded separately from price; price accounts for 80 points of the overall score.

• Central Supplier Database (CSD) registration – active at time of award; provide CSD report (≤ 3 months) or CSD number.
• Tax compliance – submit SARS PIN/TCS certificate or CSD print‑out; each JV partner must provide separate proof.
• Municipal rates & taxes – proof (municipal statement ≤ 90 days, lease agreement, or affidavit) that the company and its directors do not owe rates/taxes for > 90 days.
• B‑BBEE – submit verification certificate or sworn affidavit to claim preference points (ownership goals).
• CIDB grading – required for JV bids; lead partner’s grade must be no more than one level below the required grade (e.g., if CIDB 7CE required, lead partner must have at least 6CE).
• Declaration of interest, past SCM practices, and independent bid determination (MBD 4, 8, 9) must be completed and signed.
• Joint‑venture agreements and authority to sign must be attached.
• All mandatory documents must be signed; unsigned or missing forms will lead to disqualification.
