• Submit the quotation to either (a) the bid box at the Main Entrance Foyer, Tyamzashe Building, Phalo Avenue, Bhisho 5605, or (b) by email to [email protected].
• Closing date and time: 16 February 2026 at 16:00 (SAST). Late submissions will be rejected and, where possible, returned unopened.
• Use the official bid forms supplied (do not re‑type). All required forms must be completed, signed and returned, including the contract form (SBD7) if awarded.
• Required returnables: completed pricing schedule (SBD 3.3), bidder’s disclosure (SBD 4), preference points claim form (SBD 6.1), tax compliance proof (TCS PIN or CSD number) and, where applicable, proof of authority (company resolution).
• Disqualification risks: late bids, failure to provide tax compliance documentation, missing or incomplete TCS/CSD details, any involvement of persons in the service of the State, submission of counter‑conditions or amendments to the bid conditions, and non‑compliance with the preferential procurement regulations.

• Preference point system applied: 80/20 (80 points for price, 20 points for specific goals).
• Scoring: price points are calculated using the formula Ps = 80 × (1‑Pt/Pmin) where Pt is the bidder’s price and Pmin the lowest acceptable price.
• Specific‑goal points are awarded for Black (6), Women (4), Youth (4), Disabled (3) and Military (3) as declared on the Preference Points Claim Form.
• Minimum compliance: bidders must submit proof for each specific goal claimed; failure to do so results in loss of those points.
• Evaluation stages: (1) compliance check (tax, CSD, disqualification criteria), (2) scoring of price and specific‑goal points, (3) award to the highest‑scoring compliant bidder.

Scope: Provide an accredited short‑course on Infrastructure Planning & Development Advanced Project Management for 90 officials over five (5) consecutive days.

Deliverables:

• Training materials and handouts
• Certified trainers’ attendance records
• Participant certificates of completion
• Post‑training evaluation report

Standards: Course content must align with the ECSA registration process and the Department’s Workplace Skills Plan 2025/2026.

Capacity: Provider must be accredited to deliver the specified training and capable of handling 90 participants simultaneously.

Service levels: Training to be completed within the agreed five‑day period; any deviation requires prior written approval.

• Pricing must be submitted on the official Pricing Schedule (SBD 3.3) with firm prices (all applicable taxes included).
• Offer must remain valid for 60 days from the closing date.
• Performance security (bank guarantee or irrevocable LC) to be provided within 30 days of award as specified in the Special Conditions of Contract.
• Payment terms: invoicing upon completion of training, payable within 30 days of receipt of a valid invoice.
• Travel, accommodation and other reimbursable expenses must be itemised and supported by certified invoices; only actual costs are recoverable.

• Tax compliance: provide SARS TCS PIN or printed TCS certificate; if no TCS, provide CSD number. Each consortium/joint‑venture member must submit separate proof.
• Central Supplier Database (CSD) registration is mandatory.
• No bids accepted from persons in the service of the State or from companies with directors who are such persons.
• Preference points claim must be supported by appropriate documentation for each specific goal.
• No specific B‑BEE, CIDB or professional registration requirements are stated in the tender.
