The south african national space agency (sansa) seeks a sage platinum partner to provide comprehensive business partner services, including maintenance, support, licensing, and technical development for sage x3, sage 300, and other modules over a three-year period. The tender is open to compliant suppliers with valid certifications and b-bbee credentials.
Submit bids by 03 July 2026 at 11:00 to the bid box at SANSA reception, Building 10, CSIR Campus, Meiring Naudé Road, Brummeria, Pretoria. Late bids will not be accepted. Bids must be submitted on original forms (do not re-type or convert from PDF). Submit one (1) original and two (2) hard copies of the bid document, plus one (1) original financial offer in a separate sealed envelope. Scan the entire proposal and submit on a memory stick with the technical proposal. Sign the submission register at reception. Use a two-envelope system: one for bid documents and one for financial offer (Pricing Schedule and Form of Offer and Acceptance). Clearly mark all envelopes with bid number, project name, and bidder’s name. Telegraphic, telephonic, fax, or email submissions are not accepted. Bidders must ensure couriers/drivers deliver to the correct address. Public bid opening will occur immediately after closing time; only bidder names, CSD numbers, and B-BBEE details will be read out. Financial offers will not be opened publicly. Failure to submit required documents (e.g., SAGE Platinum Partner Certification) by the deadline will result in automatic disqualification.
Evaluation uses the 80/20 preference point system. 80 points are allocated for price (lowest acceptable tender scores highest), and 20 points for specific goals. Specific goals and points: 51% black owned (5 points), 40% black women owned (3 points), 51% black youth (2 points). Total specific goals: 10 points. Points are calculated using the formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Ps = points for price, Pt = tender price, Pmin = lowest acceptable tender price. Failure to submit proof for specific goals means no points are awarded for those goals. Bids are evaluated in two stages: functionality (technical compliance) and financial offer. Only bids passing functionality assessment proceed to financial evaluation.

Pricing must include all costs (VAT inclusive where applicable). Payment is based on deliverables (proven progress) and invoices. Offer validity: 120 days from bid closing date. Pricing Schedule must be completed in black ink; corrections must be initialed (no correction fluid). Travel and accommodation costs are the bidder’s responsibility. Additional work (e.g., extra hours) will use fixed rates per consultant level (Senior/Junior) but will not form part of the evaluation cost. Grand total must include all components (A: Support Retainer, B: Licensing, C: Business Analysis/Development).
Mandatory: Valid and active SAGE Platinum Partner Certification (evidence must be attached). CSD registration with compliant tax status (CSD summary report required). Tax Compliance: Submit SARS TCS PIN or CSD number. Foreign bidders must confirm residency, branch, or tax liability in RSA. B-BBEE: Preference points for 51% black owned (5 points), 40% black women owned (3 points), 51% black youth (2 points) under the 80/20 system. Submit SBD 1 (Bidder’s Information), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim Form), and Certificate of Authority of Signatory. Joint ventures/consortia: Each party must submit separate TCS/CSD documentation. No bids accepted from state employees or entities with state-employed directors/members.
