Evaluation uses the 80/20 preference point system. 80 points are allocated for price (lowest acceptable tender scores highest). 20 points are allocated for specific goals: 10 points for 51% black ownership, 6 points for 40% black women ownership, and 4 points for 51% black youth ownership. Proof of ownership (CSD report, CIPC registration, ID copies, share certificates, B-BBEE certificate/affidavit) must be submitted to claim points. Failure to submit required proof results in zero points for specific goals. Bids are disqualified if mandatory documents (e.g., completed bid form, CSD summary report) are missing.
