Evaluation follows a 4-phase process: (1) Mandatory Requirements: Must attend both compulsory site briefings (Drakenstein & Kliphoek), submit signed attendance registers + Annexure A for each, CIDB 6ME or higher, annual turnover ≥ R6.5M (Annexure H), Pr Eng/Pr Tech Eng (ECSA) for project manager, Pr Construction Manager (SACPCMP) for construction manager. (2) Quality: Minimum 70/100 points required to proceed. Criteria: Company Experience (35 pts), Key Personnel (25 pts), Technical Proposal (40 pts). Evaluated by ≥3 technical professionals. (3) Price & Preference: 80/20 system (80 pts price, 20 pts preference). Price scored via formula: NFo = W1 × A, where A = (1 − (P−Pm)/Pm), P = tender offer, Pm = lowest acceptable bid. W1 = 80 if bid ≤ R50M. Preference points (max 20) for: Women Ownership (4), Disability Ownership (4), Youth Ownership (4), Location (Western Cape), B-BBEE Level 1-2 (QSE/EME). Proof via CSD report or B-BBEE certificate. (4) Administrative Compliance: CSD registration, tax compliance (SARS pin page), CIPC certificate, COID good standing, authorized signatory proof, SBD forms, compulsory declaration, B-BBEE certificate/affidavit, and all Annexures (B-S). Non-compliance disqualifies the bid.

Scope: Manufacture, supply, delivery, installation, commissioning, and site supervision of modified delivery pipework and spare control valves at Drakenstein Pumping Station, Western Cape. Contract based on GCC 2015 (SAICE). Standards: SANS ISO 10845-3:2022 Ed2 (Construction Procurement). Site access: Restricted; PPE (e.g., safety boots) required. Pump station located within Drakenstein Correctional Centre. Drawings and specifications in Appendix A (Digital) and Appendix B (Particular Specification DSP-1-1 & KPS-1-1).

Pricing: Submit rates in ZAR. No alternative offers accepted. Must provide priced and extended Bill of Quantities (SBD 3.1). Tender validity period: 120 days. Performance Guarantee: Submit letter of intent from approved insurer (format in Part C1.3). Payment terms and bonds as per GCC 2015 Clause 6.2. Financial statements: Annual turnover ≥ R6.5M for best year in last 2 years (Annexure H).

CIDB: Grading 6ME or higher (Annexure J). Joint ventures allowed if lead partner is 6ME or higher (or one level below with required recognition) and combined grading meets tender value. CSD: Must be registered on Central Supplier Database (Annexure L). Tax: SARS tax compliance (Annexure K). CIPC: Active registration (Annexure G). COID: Good standing with Compensation Fund or licensed insurer (Annexure M). B-BBEE: Valid certificate or sworn affidavit (Annexure F) for preference points. Professional registrations: Pr Eng/Pr Tech Eng (ECSA) for project manager, Pr Construction Manager (SACPCMP) for construction manager. Other: Compulsory Declaration (Annexure D), SBD1, SBD3.1, SBD4, SBD6.1, and all other Annexures (B, C, H, N-S). No tender defaulters or restricted suppliers (National Treasury Database).
