(2) Quality: Minimum 70/100 points required to proceed. Criteria: Company Experience (35 pts), Key Personnel (25 pts), Technical Proposal (40 pts). Evaluated by ≥3 technical professionals. (3) Price & Preference: 80/20 system (80 pts price, 20 pts preference). Price scored via formula: NFo = W1 × A, where A = (1 − (P−Pm)/Pm), P = tender offer, Pm = lowest acceptable bid. W1 = 80 if bid ≤ R50M. Preference points (max 20) for: Women Ownership (4), Disability Ownership (4), Youth Ownership (4), Location (Western Cape), B-BBEE Level 1-2 (QSE/EME). Proof via CSD report or B-BBEE certificate. (4) Administrative Compliance: CSD registration, tax compliance (SARS pin page), CIPC certificate, COID good standing, authorized signatory proof, SBD forms, compulsory declaration, B-BBEE certificate/affidavit, and all Annexures (B-S). Non-compliance disqualifies the bid.
