Quality Management System (QMS) must comply with ISO 9001:2015. Environmental requirements: Site-specific Environmental Management Plan (EMP), spillage management plan, aspect/impact register, hazardous substances register, waste management plan, and legal compliance register.

Payment terms: For contracts ≤ R50M (incl. VAT), payment within 30 days of receipt of undisputed invoices. For contracts > R50M (incl. VAT), payment terms as stipulated in the contract. Pricing schedule/BOQ must be submitted in PDF and Excel format. Unconditional discounts are considered for evaluation but applied at payment. Financial capacity: Latest approved annual financial statements (audited or signed by accounting officer) required, including director’s report, auditor’s report, statement of financial position, comprehensive income, cash flows, and notes. Evaluation includes: 1. Functionality/technical criteria (minimum 70% score required to qualify). 2. Price evaluation (80 or 90 points, depending on the preference system). 3. Specific goals (10 or 20 points, e.g., B-BBEE, local content). 4. Tax evaluation via PAYE Questionnaire to classify contractor type (Independent/PSP/Labour Broker). Points are summed and rounded to two decimal places. Highest total score wins per PPPFA 2022.
