• Register on the GTAC e‑procurement portal (https://vendorportal.gtac.gov.za/) and create a supplier profile.
• Complete the electronic submission wizard: capture supplier details, upload all required documents and submit the bid through the portal – hard‑copy bids are not accepted.
• Required returnable documents (as per Section 9):
• Hourly rate inclusive of VAT (max R1 300) and annual escalation not exceeding 4 %.
• Indication whether bidding as an individual or as an organisation.
• Minimum three recent, contactable references.
• CV(s) using the supplied template – no more than two CVs per bidder; only the first two will be evaluated.
• Details of relevant assignments as required by the evaluation criteria.
• Copy of the highest agricultural qualification.
• Proof of CSD registration and valid tax clearance (PIN) at the closing date.
• Completed SBD 1, SBD 4 and SBD 6.1 forms on the e‑procurement system.
• Beneficial ownership information as required under the CIPC regulations.
• All documents must be uploaded before the closing date (2026‑06‑01 11:00 GMT). Late submissions will be rejected.
• No briefing session is required.
• Bids are valid for 90 days from the closing date.
• Any amendment after submission invalidates the bid.

Three‑phase evaluation:

1. Stage 1A – Administrative Compliance (non‑disqualifying): Verify CSD registration, tax clearance, submission of SBD 1, SBD 4 and SBD 6.1. Failure to provide these may lead to disqualification.

2. Stage 1B – Mandatory Compliance (disqualification): Must submit CV template (max 2 CVs), price proposal (SBD 3.3), and meet the no‑state‑employee rule. Non‑compliance results in automatic disqualification.

3. Stage 2 – Technical Desktop Evaluation: CVs are scored against the technical criteria (qualification, experience, sector expertise) out of 100 %. Minimum threshold = 70 %. Only bidders meeting the threshold proceed.

4. Stage 3 – Price and Specific Goals (80/20 formula):

• Price: 80 % of the total score (price submitted on SBD 6.1, inclusive of VAT).
• Specific goals: 20 % based on B‑BBEE points (≥30 % HDI ownership = 10 pts, ≥30 % women ownership = 10 pts).
• Total possible points = 100. Bidders must achieve the 70 % technical threshold to be considered for price evaluation.
• GTAC may negotiate rates before award.

Scope of Services:

• Provide up to three agricultural specialists (max two per bidder) for a 36‑month contract.
• Three service components:

1. Appraisal & contracting of new project applications – concept note and business case appraisal, improve application structure, prepare appraisal reports, motivate TEC and JFIC, and contract award.

2. Performance management of existing agriculture projects – assess quarterly reports, conduct quarterly site visits (max 3 days/quarter per project) and virtual visits (max 1.5 days/quarter), compile site visit reports, update Grant Management System, consult internal staff, troubleshoot implementation challenges.

3. Other specialist tasks – technical feedback, participation in funding round design, project evaluations, research and dissemination, attend meetings as requested.

• Approx. 220 hours per year per bidder (if three bidders are appointed), final allocation to be confirmed at contract award.
• Deliverables: appraisal reports, site‑visit reports (using agreed template), periodic progress updates, and any ad‑hoc technical advice.
• Logistics: Jobs Fund provides office facilities, travel and accommodation; specialist supplies own IT equipment and mobile communications.
• No subcontracting allowed.

• Hourly rate inclusive of VAT must not exceed R1 300.
• Annual escalation of the initial hourly rate limited to 4 % per year (anniversary of contract).
• Bidders must submit professional fees (exclusive of disbursement fees) and indicate whether disbursements are required.
• All fees are inclusive of VAT.
• Total contract value comprises professional fees plus reimbursable costs for the 36‑month period.
• No specific bond or guarantee is mentioned in the ToR.
• Payment terms will be as per the service‑level agreement to be signed with GTAC (not detailed in the document).

• Central Supplier Database (CSD) registration and valid tax clearance (PIN) required at closing date.
