Similar Projects Completed (20%): 5+=Excellent, 4=Good, 3=Satisfactory, 2=Poor, 1=Very Poor, 0=Not Acceptable. Price and Specific Goals: 80/20 preference point system (80 points for price, 20 points for B-BBEE). Price evaluation formula: Ps = (Pmin/Pt)*80. Scope includes: Inception phase: Conduct an inception meeting to discuss working modalities, communication mechanisms, and timelines. Submit an inception report documenting revised deliverables, timelines, communication plan, and working modalities. Core tasks: Support social dialogue sessions, research projects, policy/legislation engagements, and agreement realization. Regularly scan economic, trade, industry, job creation, fiscal, and monetary policy environments; provide briefing notes. Facilitate and chair meetings with social partners. Develop reports from NEDLAC engagements. Conduct macro-economic trends analysis (GDP, CPI, Monetary/Fiscal Policy, Investments, International Trade) and economic/employment trends analysis (nationally, provincially, sectorally) using official statistics (e.g., Stats SA, SARB) and other data sources. Dissect employment trends by age, gender, race, etc., and analyze labor indicators (wage agreements, strikes/protests). Perform sector analysis across all major South African sectors (e.g., Agriculture, Mining, Manufacturing, Retail, Construction, Transport, Finance). Provide high-level analysis of key factors, vulnerabilities, opportunities, and environmental challenges. Monthly reports must include: Month in Review (summary and key findings), Section A (Macro Data Trends and Analysis), Section B (Sector Analyses with implications on economy, employment, and environment), Section C (Recent Research of Interest). Present reports within NEDLAC structures as requested.

Scoring: PhD/Doctorate=Excellent, Master’s=Good, Honours/Postgrad Diploma=Satisfactory, Degree=Poor, Diploma=Very Poor, Certificate/None=Not Acceptable. Relevant experience: 14+ years=Excellent, 12-13=Good, 10-11=Satisfactory, 7-9=Poor, 5-6=Very Poor, ≤4=Not Acceptable. Contract duration: 3 years. NEDLAC is not obliged to appoint any bidder and reserves the right to withdraw or amend the RFP. No bid will be awarded to bidders listed on the National Treasury’s Register for Tender Defaulters or Database of Restricted Suppliers.
