Supply and delivery of signalling cables for railway recovery (congella to rossburgh, PRASA KZN)

The project aims to restore the reliability and safety of the railway signalling system in KwaZulu-Natal, which is currently severely impacted by theft and vandalism. The scope involves the supply and delivery of signalling cables (64 Core, 21 Core, and 12 Core, 1.6mm² Solid Core Armoured) for the Congella to Rossburgh route. Desired outcomes include improved system reliability, extended lifespan, compliance with Railway Safety Regulator (RSR) directives, faster response to technical failures, reduced train collisions/derailments, minimized delays, and improved asset availability. Benefits to PRASA include reduced manual train authorisations, fewer accidents, minimized downtime, and improved train performance.

Bidders must complete the attached pricing schedule in the provided format. Prices must be in ZAR, inclusive of all taxes, with a firm offer, cost breakdown, and escalation formula (if applicable). Deviation from the pricing schedule may result in a non-responsive bid. Discounted prices are only considered in the final evaluation stage on an unconditional basis. PRASA may negotiate market-related prices with top-scoring bidders if the initial price is not competitive.

Prices must be quoted in South African Rand (ZAR), inclusive of all applicable taxes. Price offer must be firm, with a clear basis, cost breakdown, and price escalation formula (if applicable). Submit pricing strictly in the provided schedule format; deviation may result in non-responsiveness. Discounted prices will only be considered in the final evaluation stage on an unconditional basis. PRASA may negotiate market-related prices with the highest-scoring bidders if the initial price is not market-related. Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice. Delivery period: Suppliers must specify their earliest possible delivery period in working days from the date of order.

Tax Compliance: Bidders must submit a valid SARS Tax Compliance Status (TCS) PIN or CSD registration number. Apply for TCS PIN via SARS e-filing (www.sars.gov.za). Foreign suppliers with no local entity are exempt from CSD registration. Consortia/Joint Ventures/Sub-contractors: Each party must submit a separate TCS certificate/PIN/CSD number. Central Supplier Database (CSD): Mandatory registration for all bidders (except foreign suppliers with no local entity). Register at https://secure.csd.gov.za/. B-BBEE: Preference points awarded for B-BBEE Level 1 or 2 (5 points), 51% Black Owned (5 points), 51% Black Youth Owned (5 points), 51% Women Owned (5 points). Proof required: Certificates, affidavits, or certified ID copies. Disqualification: Bids from persons in the service of the state, or companies with directors/members in the service of the state, will not be considered. Bidders must not be listed in the Register for Tender Defaulters or List of Restricted Suppliers.

Warranty: Supplier guarantees items meet PRASA’s requirements, are fit for purpose, and remain defect-free for one year (or as stated in the order) from acceptance. Indemnity: Supplier indemnifies PRASA against claims, costs, or damages arising from negligence, intellectual/legal rights infringement, or breach of statutory duty. Subcontracting: Requires PRASA’s prior approval. The successful bidder (not subcontractor) remains liable for performance. Governing Law: Contracts are governed by South African law, with non-exclusive jurisdiction of South African courts. Special Conditions: Award is subject to PRASA securing funding. PRASA may cancel the RFQ if funding is not secured and is not liable for claims, losses, or damages related to funding failures. Bidders waive the right to legal action in such cases.
