• Bids must be delivered by the stipulated deadline (13 March 2026, 11:00 AM). Late submissions will be rejected.

• Failure to provide any mandatory document or to sign all pages will result in automatic disqualification.

• Two‑stage evaluation:

1. Administrative compliance – bidders must satisfy all mandatory documentation (site inspection certificate, SBD3.3, PSIRA certificates, CSD report, experience evidence, etc.). Only compliant bids proceed to the next stage.

2. Technical & financial evaluation – weighted 80 % price, 20 % specific goals (pre‑ferential points).

• Specific‑goal points (total 20):
• 5 % for 100 % women ownership
• 6 % for 100 % SMME/Exempted Micro‑Enterprise
• 4 % for 100 % HDI ownership
• 3 % for 100 % disabled‑person ownership
• 2 % for local municipality ownership

Points are allocated proportionally based on CSD‑registered ownership percentages.

• The bidder with the highest combined score (price + specific‑goal points) will be awarded the contract.
• Minimum thresholds are not stated; compliance with all administrative requirements is mandatory to be considered.

Scope: Render unarmed physical security services at the Department of Employment and Labour, Mpumalanga Provincial Office for 36 months.

Deliverables include:

• Security officers (Grade C, unarmed) covering day (06:00–18:00) and night (18:00–06:00) shifts, Monday‑Friday and weekends/public holidays.
• Required security aids per officer: handheld two‑way radios (programmed to bidder’s frequency), torches, handheld metal detector, batons, pocket books, handcuffs, cellular phone with airtime, pepper spray, whistle, occurrence book, monitoring system.
• 24‑hour on‑site security control room with equipment list (to be inspected by the Department).
• Shift rosters (daily/weekly/monthly) kept on site; any changes must be crossed out, initialed, dated and recorded in the occurrence register.
• Registers to be maintained: occurrence, pocket book, shift roster, access‑control, asset, and access‑control registers (recording visitor details, time, ID, vehicle, purpose, etc.).
• Daily/weekly/monthly inspections and reporting to the Departmental Representative; monthly meeting required.
• Maximum shift length: 12 hours.
• Lost‑article procedure: hand over to control room, record in occurrence register, then to Departmental Representative.
• Service level expectations: uniformed personnel, PSIRA ID cards, professional conduct, health‑fit, no smoking/eating while on duty, no trading on premises, adherence to Batho Pele principles, and immediate reporting of incidents.
• Emergency response: security officers act as emergency officers after hours, report incidents immediately, and maintain communication via radios.
• Insurance: bidder must hold liability insurance of at least R2 500 000 and provide proof quarterly.

Pricing:

• All prices must be firm for the entire 36‑month contract; no price adjustments allowed.
• Bids must include all costs (labour, allowances, overtime, overheads, taxes) and be presented as a total amount for the 36‑month period.
• Labour costs must not be below the sectorial wage determination set by the Department.
• Submit the price using the provided price‑structure template (basic salary, provident fund, sick leave, SDL, UIF, bonuses, other allowances for supervisors and security officers, overtime rates for Saturdays and Sundays, overheads, total contract value).
• Include applicable VAT; indicate whether VAT is included in the total.
• Provide a bid validity declaration (120 days).
• Submit proof of liability insurance (minimum R2 500 000) before contract commencement and quarterly thereafter.

• Register on the Central Supplier Database (CSD) and have a valid commodity code; non‑registration leads to disqualification.
• Tax compliance: submit SARS PIN or Tax Compliance Status (TCS) certificate; provide VAT registration number if applicable.
• B‑BBEE: ownership percentages will be used to calculate specific‑goal points (women, SMME, HDI, disabled, local municipality).
• CIDB: not explicitly required, but all statutory registrations (PSIRA, UIF, COID, etc.) must be attached.
• CIPC: company must be a valid South African legal entity; directors must not be public‑service persons.
• Professional registrations: valid PSIRA registration for the company and all security officers; good‑standing certificates.
• Labour legislation compliance: Basic Conditions of Employment Act, Labour Relations Act, Compensation for Occupational Injuries and Diseases Act, Unemployment Insurance Act, PSIRA Act, Occupational Health and Safety Act, Employment Services Act, Employment Equity Act, National Minimum Wage Act.
• Provide proof of liability insurance (minimum R2 500 000) and submit copies quarterly.
• Submit letters of good standing from Bargaining Council, UIF, COID where required.
