Bidders must submit their proposals to Nelson Mandela Museum, Bhunga Building, Corner Nelson Mandela Drive & Owen Street, Mthatha. Two copies of the submission (an original and a copy) are required. Submissions should be deposited in the allocated Tender Box clearly marked with the reference number 'NMM-2026-02' and the bid title. No late, faxed, or emailed quotations will be accepted. The closing date and time for submission is 29 May 2026 at 12:00. A compulsory briefing session is scheduled for 15 May 2026 at 12:00 via Microsoft Teams (Virtual).

The tender evaluation method is 80/20 (80 for Price and 20 for specific goals). Functionality will be scored at a maximum of 100 points, with a minimum of 70 points required to qualify for financial evaluation. The evaluation criteria include Project Manager, Civil/Structural Engineer, Architect, Quantity Surveyor, Electrical Engineer, and Occupational Health and Safety Practitioner, each with specific requirements and weightings.

The scope of work includes Infrastructure Planning Function, Management of Procurement Processes, Project Management, and Liaison with the Client (NMM) and other stakeholders. The required professional services are Project Manager, Civil/Structural Engineer, Architecture, Quantity Surveyor, Electrical Engineer, and Occupational Health and Safety.

The service provider will be required to work for a maximum of 230 days (8 hours/day) per year, with a total of 5520 hours over 3 years. The pricing schedule is based on a detailed breakdown of costs.

Bidders must submit a valid and certified copy of their BBBEE certificate or affidavit. Failure to submit compulsory returnable documents will result in disqualification. Required documents include SBD 1, SBD 2, SBD 3.3, SBD 4, SBD 6.1, SBD 7.2, SBD 8, and SBD 9.
