Submit quotations via email to [email protected]. Ensure all files are received before the closing deadline. The mailbox capacity is 10MB per email; multiple emails may be sent to accommodate larger files. Include all completed SBD 4 and SBD 6.1 forms with the quotation. Quotations must be firm and exclude VAT (VAT must be shown as a separate line item).

The evaluation follows three phases: 1) Mandatory Requirements (at closing); 2) Price (80 points) and Specific Goals (20 points); 3) Mandatory Requirements (at award). Specific goals are based on black ownership (up to 12 points) and women ownership (up to 8 points).

Review of draft Annual Financial Statements (AFS) for GRAP compliance. Maximum of 50 hours. Deliverables include reviewed draft statements with comments and the final draft AFS for external audit. The lead accountant must be a Chartered Accountant with at least 5 years of experience in reviewing financial statements and be a member in good standing of SAICA or IRBA. The firm must have at least 3 years of experience in GRAP compliance projects.

Pricing must be firm and exclude VAT. VAT must be indicated as a separate line item. Payment is made after the work is completed.

Mandatory requirements for submission: CSD registration (except for foreign bidders), ID copies of owners/directors, evidence of lead accountant's CA status and SAICA/IRBA membership, lead accountant's CV, 3 reference letters for AFS review (not older than 3 years), and evidence of 3 years of firm experience in GRAP compliance. At award stage: Tax compliance and verification against the Register of Restricted Suppliers/Tender Defaulters.
